Abstract
Jembatan Suramadu saat ini masih menjadi jembatan khusus terbesar dan terpanjang yang pernah di bangun di Indonesia. Sejak tahun 2008, jembatan ini mulai dioperasionalkan dan dikelola oleh BUJT (Badan Usaha Jalan Tol), sampai berakhir di tahun 2018 dengan terbitnya Perpres 98/2018 terkait perubahan status Jembatan Suramadu menjadi jalan umum non tol. Perubahan status pengelolaan tersebut telah berpindah di bawah kewenangan Kementerian Pekerjaan Umum dan Perumahan Rakyat, maka keterbatasan kapasitas fiskal pemerintah mengakibatkan dana APBN tidak dapat mencakup pekerjaan keseluruhan proyek operasional dan pemeliharaan yang memiliki profil high risk, sehingga timbul financing gap. Tujuan studi ini adalah untuk membandingkan skema pengelolaan jembatan Suramadu melalui dua instrument Kontrak yaitu analisa skema pembiayaan kontrak KPBU Availability Payment dengan kontrak Konvensional, manakah paling tepat untuk operasional dan pemeliharaan jembatan suramadu. Penelitian ini menunjukan bahwa karakteristik suatu jenis kontrak menjadi hal yang sangat penting untuk proyek pembangunan infrastruktur agar dinilai dapat lebih efisien dan optimal dalam pengelolaan dana APBN setiap tahunnya tanpa harus mengurangi porsi belanja negara (mandatory spending). Metode analisis yang digunakan untuk membandingkan kedua kontrak antara lain, Life Cycle Cost Analysis (LCCA) dan , Net Present Value. Rumusan analisis berupa estimasi biaya operasional dan pemeliharaan pada Jembatan Suramadu yang dimana alternative skema Availability Payment merupakan salah satu opsi penyediaan dan pembiayaan kontrak terserbut, dapat dilihat dari Hasil NPV sebesar - Rp665.945.094.998,103 yang tidak terlalu besar biayanya daripada menggunakan Kontrak Traditional dengan hasil NPV sebesar -Rp2.383.189.453.510,160.

Suramadu Bridge is currently the largest and longest special bridge ever built in Indonesia. Since 2008, this bridge has been operationalized and managed by BUJT (Toll Road Business Entity), until it ended in 2018 with the issuance of Presidential Decree 98/2018 regarding the change in the status of the Suramadu Bridge to a non- toll public road. The change in management status has moved under the authority of the Ministry of Public Works and Public Housing, so the limited fiscal capacity of the government has resulted in APBN funds being unable to cover the work of all operational and maintenance projects that have a high risk profile, resulting in a financing gap. The purpose of this study is to compare the Suramadu bridge management scheme through two contract instruments, namely the analysis of the Availability Payment PPP contract financing scheme with the conventional contract, which one is the most appropriate for the operation and maintenance of the Suramadu bridge. This study shows that the characteristics of a type of contract are very important for infrastructure development projects so that they are considered to be more efficient and optimal in managing APBN funds every year without having to reduce the portion of state spending (mandatory spending). The analytical methods used to compare the two contracts are, among others, Life Cycle Cost Analysis (LCCA) and , Net Present Value. The formulation of the analysis in the form of estimated operational and maintenance costs on the Suramadu Bridge where the alternative Availability Payment scheme is one of the options for providing and financing the contract, can be seen from the NPV result of -Rp. NPV of -Rp2,383,189,453,510,160.
