Abstract
Penelitian ini bertujuan untuk membuat rancangan penilaian kinerja ASN yang sesuai dengan kinerja dari Pemerintah Kota serta memberikan rekomendasi untuk implementasi agar penilaian kinerja ASN lebih baik. Penelitian ini dilakukan di Pemerintah Daerah X dengan pilot project BKPSDM (Badan Kepegawaian dan Pengembangan Sumber Daya Manusia). Sesuai dengan tujuan penelitian ini yaitu untuk menyusun penilaian kinerja berbasis kinerja Pemerintah Daerah maka metode penelitian yang digunakan adalah kualitatif riset single case study. Teknik pengumpulan data pada penelitian ini dengan indepth-interview dan Focus Group Discussion yang dilakukan pada 14 pemangku jabatan level structural dan 22 pemangku jabatan pada level fungsional atau pelaksana. Indepth-interview dan Focus Group Discussion dilakukan untuk mengeksplorasi kinerja individu berdasarkan kinerja organisasi dalam hal ini kinerja Perangkat Daerah BKPSDM dan memastikan kinerja individu Perangkat Daerah tersebut sudah selaras dengan visi dan misi Pemerintah Daerah. Hasil yang telah disusun dalam penelitian ini merupakan hasil dari aspek kualitas atau mutu. Aspek kualitas atau mutu ini harus dipastikan merupakan turunan dari RPJMD, RKPD hingga key result individu. Selain itu, aspek mutu merupakan aspek dengan bobot tertinggi dalam sistem manajemen kinerja Pemerintah Daerah

This study aims to design an ASN performance appraisal that is in accordance with the performance of the City Government and provide recommendations for implementation so that the ASN performance assessment is better. This research was conducted in Local Government X with the pilot project of BKPSDM (Badan Kepegawaian dan Pengembangan Sumber Daya Manusia). In accordance with the purpose of this study, namely to compile performance-based performance assessments of local governments, the research method used is qualitative single case study research. Data collection techniques in this study with indepth-interviews and Focus Group Discussions were conducted on 14 structural level office holders and 22 position holders at the functional or implementing level. Indepth-interview and Focus Group Discussion were conducted to explore individual performance based on organizational performance in this case the performance of the BKPSDM Regional Apparatus and ensure that the individual performance of the Regional Apparatus is in line with the vision and mission of the Regional Government. The results that have been compiled in this study are the result of quality or quality aspects. This aspect of quality or quality must be ensured to be a derivative of RPJMD, RKPD to individual key results. In addition, the quality aspect is the aspect with the highest weight in the local government performance management system.
