Abstract
Institut Teknologi Sepuluh Nopember (ITS) merupakan salah satu institusi pendidikan tinggi di Indonesia yang berkembang pesat dengan strategi yang spesifik dalam menghadapi era industri 4.0. Salah satu langkah ITS adalah membentuk Direktorat Inovasi dan Kawasan Sains Teknologi (DIKST) ITS, sebagai satu unit yang bertujuan untuk mendukung peningkatan inovasi dan komersialisasi teknologi. Walaupun begitu kategorinya masih Pratama dengan nilai 414,91 dengan bobot pada sumber daya pengelola yaitu sebesar 17,55. Artinya nilai maturitas DIKST ITS dinilai masih rendah. Dalam rangka meningkatkan kinerja DIKST ITS termasuk peningkatan Sumber Daya Manusia (SDM) maka salah satu pembenahan yang dicanangkan oleh DIKST ITS adalah mengembangkan sistem informasi terkait SDM. Sehubungan dengan itu, penelitian ini dilakukan dalam rangka mengembangkan konsep perancangan sistem informasi manajemen SDM DIKST ITS dengan menggunakan metode Agile Scrum Development hingga tahapan desain. Hasil yang diperoleh adalah didapatkannya 4 faktor penting untuk pengelolaan SDM DIKST ITS yaitu pengadaan karyawan, penilaian prestasi kerja, perubahan jenjang karir, dan penggajian dan desain user interface sistem yang sudah divalidasi oleh perwakilan manajemen dan karyawan DIKST ITS, serta komunitas klaster ICT dan Robotika ITS.

ITS is one of the higher education institutions in Indonesia that is growing rapidly with specific strategies in dealing with the industrial era 4.0. One of ITS' steps is to form the Directorate of Innovation and Science Technology Area (DIKST) ITS, as a unit that aims to support increased innovation and commercialization of technology. Even so, the category is still Primary with a value of 414.91 with a weight on management resources of 17.55. This means that the maturity value of ITS DIKST is still considered low. In order to improve the performance of DIKST ITS including increasing Human Resources (HR), one of the improvements proclaimed by DIKST ITS is developing an information system related to HR. In connection with that, this research was conducted in order to develop the concept of designing a HR management information system for DIKST ITS using the Agile Scrum Development method to the design stage. The results obtained are the acquisition of 4 important factors for HR management of DIKST ITS, namely employee procurement, job performance appraisal, career path changes, and payroll and system design user interfaces that have been validated by representatives of management and employees of DIKST ITS, as well as the ICT and ITS Robotics cluster community.
