Abstract
Penelitian ini merupakan penelitian kualitatif dengan metode multiple case holistic design. Studi kasus penelitian ini yaitu Kabupaten Klaten, Kabupaten Bantul dan Kabupaten Sleman sedangkan unit of analysisnya meliputi desa Desa Ponggok, Desa Panggungharjo dan Desa Sambirejo. Tujuan penelitian ini untuk mengusulkan model smart village melalui beberapa tahap analisis yaitu studi literatur, verifikasi dan validasi model pada unit of anlysis di akhir penelitian ini. Hasil akhir dari penelitian ini diperoleh model smart village meliputi 8 domain dengan 20 cakupan area, 47 indikator utama dan 206 indikator penjelas. Domain yang dihasilkan terdiri dari (1) Energi (2) Ekonomi (3) Masyarakat (4) Tourism (5) Farm (6) Lingkungan (7) Teknologi (8) Tata Kelola Pemerintahan. Penelitian studi kasus dengan multi-case beberapa kasus digunakan untuk mendapatkan hasil yang lebih menarik dan tangguh, karena membutuhkan banyak sumber dan waktu tambahan untuk penelitian daripada single case. Oleh karena itu, peneliti menggunakan pendekatan multi kasus karena dengan kasus tunggal dalam konteks pengembangan model smart village belum tentu dapat memenuhi standar pengembangan desa berbasis smart village pada daerah lain. Model smart village yang diusulkan dapat menjadi landasan dan panduan penting bagi pengembangan konsep desa saat ini dan masa depan di Indonesia. Penerapan model smart village merupakan bagian dari prosedur penerapan desa pintar. Model yang diusulkan dapat membantu pemerintah desa menetapkan pedoman, peraturan, arahan dan prioritas pembangunan desa. Sebagaimana yang tertera dalam Peraturan Presiden No. 57 Tahun 2017 tentang Tujuan Pembangunan Berkelanjutan (TPB) paling tidak vi mencakup 4 pilar utama yaitu sosial, ekonomi, lingkungan, serta hukum dan tata kelola yang ditopang dengan prinsip kemitraan dan partispasi para pihak.

This research is qualitative research with multiple case holistic design method. The case studies of this research are Klaten Regency, Sleman Regency and Bantul Regency, while the unit of analysis includes Ponggok Village, Panggungharjo Village, and Sambirejo Village. The purpose of this study is to propose a smart village model through several stages of analysis, namely literature study, verification and model validation at the unit of analysis at the end of this study. The final result of this research is that the smart village model covers 8 domains with 20 coverage areas, 47 main indicators and 206 explanatory indicators. The resulting domain consists of (1) Energy (2) Economy (3) Community (4) Tourism (5) Farm (6) Environment (7) Technology (8) Governance. Case study research with multiple cases is used to get more interesting and robust results, because it requires a lot of resources and additional time for research than single cases. Therefore, the researcher uses a multi-case approach because one case in the context of developing a smart village model does not necessarily meet the standards of smart village-based village development in other areas. The proposed smart village model can serve as an important foundation and guide for the development of the current and future village concept in Indonesia. The application of the smart village model is part of the smart village application procedure. The proposed model can help village governments establish village development guidelines, regulations, directives and priorities. As stated in Presidential Regulation Number 57 of 2017 concerning Sustainable Development Goals (TPB), at least it includes 4 main pillars, namely social, economic, environmental, as well as legal and government supported by the principles of partnership and community participation.
