Abstract

Virtual learning is enhanced through the utilization of computers and/or the internet, both outside and inside the facilities of the educational organization. Instruction most commonly takes place in an online or semi-online environment. Virtual learning allows us to enjoy a more flexible schedule, can reduce the cost of your degree, and can allow you to more easily develop your career alongside furthering your education. Virtual learning combines web-based learning, online learning, distance learning, and blended learning. It can overcome many drawbacks of the physical environment, such as time, facilities, location, etc. Online environments allow teachers to work with larger numbers of students and optimize their routine tasks. Virtual learning in Afghanistan face to so many problems that caused the society who involved with this environment cannot take the advantages as much as needed, these problems as the researcher identify according the published articles and informal interviews with students and formal interview with informants during the Covid-19 time and completing this research are: society do not have access to the internet, high speed internet, continues electricity and so on. But the current important effort that has been applied by the Ministry of Higher Education is HELMS (Higher Education Learning Management System). The focus of this research is on proposing a change management model for virtual learning in Afghanistan's higher education system, as part of an ongoing effort to implement virtual learning in order to build a reliable and standard environment for education in Afghanistan. The methodology used here is action research and a qualitative method for collecting data and validation.
