Abstract
Pariwisata Bahari adalah sektor ekonomi prospektif Indonesia, menurut Kementerian Pariwisata dan Ekonomi Kreatif/ Badan Pariwisata dan Ekonomi Kreatif Republik Indonesia (Kemenparekraf/ Baparekraf), kontribusi sektor pariwisata terhadap Produk Domestik Bruto (PDB) Nasional pada tahun 2014 telah mencapai 9% atau sebesar Rp 946,09 triliun. Disebutkan bahwa potensi wisata bahari Indonesia meliputi: 3,257 juta Km2 luas laut, 99.093 Km panjang garis pantai, 20,87 juta Ha luas kawasan konservasi perairan, pesisir dan pulau- pulau kecil serta 17.461 Pulau (Kementrian Kelautan dan Perikanan Republik Indonesia, 2020). Sebagian besar potensi hunian bangunan lepas pantai di Indonesia masih dalam tahap penyempurnaan dan belum menjadi pilihan destinasi pariwisata utama. Pilot Project OCEAN Farm ITS merupakan hasil dari penelitian perancangan infrastruktur teknis dan ekonomi dari Pusat Studi Kelautan, ITS yang dapat digunakan sebagai studi kasus untuk menggali lebih dalam potensi hunian bangunan lepas pantai bagi segmen wisatawan potensial pariwisata bahari. Penelitian ini menggunakan Metode Design Thinking dan Affinity Diagram untuk mengeksplorasi pengalaman pengguna. Pendekatan ini bertujuan memberikan gambaran mendalam tentang setiap kekhawatiran dan harapan pengguna yang membutuhkan solusi mendesak sebagai penentu katalisator utama pariwisata bahari.. Sehingga, rekomendasi strategi yang tepat bagi hunian bangunan apung lepas pantai lainnya dapat ditemukan serta mencapai kebutuhan yang diinginkan pengguna. Penelitian ini menggunakan metode kualitatif dengan menggunakan kuesioner untuk mendapatkan informasi, terhadap kelompok wisatawan dimana 91,5 persen pengunjung yang terdiri dari wisatawan rombongan memiliki preferensi satu hari perjalanan (64 persen). Temuan ini bertentangan dengan desain yang ditujukan untuk solo traveler. Hasil dari penelitian ini berupa rekomendasi bagi pengelola wisata bahari dengan bangunan apung dalam menentukan strategi menarik wisatawan dan memenuhi kebutuhan pelanggan dengan memvalidasi ide dan prototipe melalui Metode Design Thinking.

Maritime tourism is a prospective economic sector of Indonesia, according to the Ministry of Tourism and Creative Economy / Agency for Tourism and Creative Economy of the Republic of Indonesia (Kemenparekraf / Baparekraf Republik Indonesia, 2019), the contribution of the tourism sector to the National Gross Domestic Product (GDP) in 2014 has reached 9% or Rp. 946 .09 trillion. It is stated that Indonesia's marine tourism potential includes: 3,257 million km2 of sea area, 99,093 km of coastline, 20.87 million hectares of marine conservation areas, coasts and small islands and 17,461 islands (Kementrian Kelautan dan Perikanan Republik Indonesia, 2020). Offshore floating residential buildings could be a viable tourism development concept, however majority of the potential for residential offshore buildings in Indonesia is still in the construction stage and has not become the main tourism destination of choice. The ITS OCEAN Farm Pilot Project is the result of technical and economic infrastructure design research from the Center for Marine Studies, ITS which can be used as a case study to dig the potential of offshore buildings for the marine tourism potential tourist segment. The approaches of Design Thinking and Affinity Diagrams will be used to investigate User experience in this study. As a determinant of the main catalyst for marine tourism, this approach can produce an in-depth picture of each User's concerns and expectations that require urgent solutions, in order to recommend the best strategy for other offshore floating residential buildings and meet the User's needs. The qualitative method is used in this research, and information is gathered using a survey strategy, resulting Group tourists consisted of 91.5 percent of southern Malang's visitors with a tendency for one day trips (64 percent), which contradicts with the Ocean Farm prototype module's design that was aimed to made for solo traveler. The findings from this study are expected to help the management of similar businesses to determine strategies to attract tourists and pay attention to customer needs by validating ideas and prototypes trough Design Thinking Methods.
