Abstract

Pembangunan infrastruktur jalan di wilayah Jawa Timur, khususnya daerah pesisir sering menghadapi ketidakmerataan pembangunan. Kurang meratanya infrastruktur tersebut dikarenakan kondisi geografis wilayah yang berbukit menyebabkan biaya yang dibutuhkan lebih besar. Akibat akses yang terbatas dan kondisi wilayah yang terisolasi secara tidak langsung berpengaruh terhadap kesejahteraan masyarakat. Adapun solusi pemerintah pusat untuk menyelesaikan permasalahan tersebut adalah melaksanakan pembangunan Jalur Lintas Selatan yang menjadi Proyek Strategis Nasional (PSN). Salah satu wilayah yang dilintasi oleh pembangunan JLS adalah Desa Tasikmadu, Kabupaten Trenggalek. Penelitian ini bertujuan untuk mengetahui dan menganalisis pengaruh pembangunan Jalur Lintas Selatan (JLS) terhadap tingkat kesejahteraan masyarakat Desa Tasikmadu yang ditinjau melalui dua aspek, yaitu aspek sosial dan aspek ekonomi. Metode penelitian yang digunakan adalah metode penelitian kuantitatif dengan pendekatan asosiatif kausal. Pengumpulan data dilakukan melalui penyebaran kuesioner kepada 90 responden atau masyarakat Desa Tasikmadu dengan menggunakan teknik purposive sampling dan didukung oleh observasi lapangan. Teknik analisis data dilakukan melalui pendekatan PLS-SEM dan diolah menggunakan software SmartPLS 4. Hasil penelitian ini menunjukkan bahwa pembangunan JLS berpengaruh positif dan signifikan terhadap kesejahteraan masyarakat Desa Tasikmadu dari aspek sosial maupun aspek ekonomi. Terbukanya kemudahan aksesibilitas setelah JLS dibangun dapat meningkatkan keterjangkauan masyarakat terhadap pemenuhan kebutuhan non materi seperti fasilitas pendidikan dan layanan kesehatan. Pembangunan JLS juga mendorong peningkatan pendapatan masyarakat lokal melalui kelancaran distribusi logistik, perluasan akses pasar, dan pengembangan potensi wisata bahari.

Road infrastructure development in East Java, particularly in coastal areas, often faces uneven development. This unevenness is due to the region’s hilly terrain, which results in higher construction costs. Limited access and the region’s isolated conditions indirectly affect the welfare of the community. The central government’s solution to address this issue is to implement the construction of the Jalur Lintas Selatan (JLS) or Southern Coastal Road, designated as a National Strategic Project (PSN). One of the areas traversed by the JLS construction is Tasikmadu Village in Trenggalek Regency. This study aims to identify and analyze the impact of the Southern Coastal Road (JLS) development on the welfare of the Tasikmadu Village community, examined through two aspects: social and economic. The research method used is a quantitative research method with a causal-associative approach. Data collection was conducted by distributing questionnaires to 90 respondents of Tasikmadu Village residents using purposive sampling technique, supplemented by field observations. Data analysis was performed using the PLS-SEM approach and processed with SmartPLS 4 software. The results of this study indicate that the construction of the JLS has a positive and significant impact on the welfare of the community in Tasikmadu Village, both socially and economically. The improved accessibility resulting from the JLS construction has enhanced the community’s ability to meet non-material needs, such as access to educational facilities and healthcare. The construction of the JLS also promotes an increase in local residents’ income through smoother logistics distribution, expanded market access, and the development of marine tourism potential.
