Abstract

PT Perusahaan Listrik Negara (Persero) Unit Pelaksana Pelayanan Pelanggan Menteng mencatat nilai kinerja operasi terendah di antara tujuh belas unit sejenis di wilayah Jakarta Raya pada September 2025, dengan delapan dari empat puluh indikator belum mencapai target. Penelitian ini menganalisis penyebabnya dan merancang strategi bisnis perbaikan melalui tiga tahap. Tahap pertama memetakan kondisi internal perusahaan menggunakan value chain analysis dan kondisi eksternal menggunakan analisis yang mencakup aspek politik, ekonomi, sosial, teknologi, lingkungan, dan hukum (PESTEL), yang kemudian dibobotkan oleh tiga responden ahli manajemen unit melalui metode perbandingan berpasangan. Tahap kedua merumuskan alternatif strategi dari kombinasi kekuatan, kelemahan, peluang, dan ancaman yang teridentifikasi. Tahap ketiga memilih strategi prioritas berdasarkan daya tariknya terhadap faktor kunci. Hasil pemetaan mengungkap bahwa tiga perempat kabel bawah tanah berada dalam kondisi kritis, menjadi penyebab utama mayoritas gangguan jaringan. Temuan penting lainnya adalah bahwa strategi pemeliharaan yang sedang dijalankan justru kontraproduktif terhadap keandalan peralatan yang ingin diperbaiki. Hasil pembobotan menempatkan kondisi internal dan eksternal perusahaan pada kategori sedang, merekomendasikan strategi mempertahankan dan memelihara. Dari lima belas alternatif strategi yang dirumuskan, penelitian ini menetapkan strategi efisiensi biaya operasional dan penguatan tata kelola data sebagai prioritas utama, didukung strategi penetrasi pasar non-pemerintah sebagai strategi pelengkap.

PT Perusahaan Listrik Negara (Persero) Unit Pelaksana Pelayanan Pelanggan Menteng recorded the lowest operational performance score among seventeen comparable units in the Jakarta Raya region in September 2025, with eight of forty indicators failing to meet target. This study analyzes the underlying causes and designs a business strategy for improvement through three stages. The first stage maps the company's internal condition using value chain analysis and its external condition using an analysis covering political, economic, social, technological, environmental, and legal aspects, which are then weighted by three expert respondents from unit management through a pairwise comparison method. The second stage formulates alternative strategies from combinations of strengths, weaknesses, opportunities, and threats that have been identified. The third stage selects priority strategies based on their attractiveness relative to key factors. The mapping results reveal that three-quarters of the underground cable segments are in critical condition, the primary cause of most network disturbances. Another key finding is that the maintenance strategy currently being implemented is in fact counterproductive to the equipment reliability it intends to improve. The weighting results place the company's internal and external conditions in the moderate category, recommending a hold-and-maintain strategy. From fifteen alternative strategies formulated, this study identifies the operational cost efficiency and data governance strengthening strategy as the top priority, supported by the non-government market penetration strategy as a complementary strategy.
