Abstract

Berbagai tantangan telah dihadapi oleh PLN dalam mengemban komitmen menyediakan listrik ke seluruh penjuru nusantara dan meningkatkan keandalan layanan dengan tarif terjangkau. Upaya untuk menurunkan biaya pokok penyediaan (BPP) pun terus dilakukan diantaranya dengan terus menekan penggunaan bahan bakar minyak (BBM) dan mengoptimalkan produksi listrik dari sumber energi primer yang lebih murah demi menjalankan amanah Pemerintah untuk tetap mempertahankan harga listrik agar menjaga daya beli masyarakat dan daya saing industri. Sejalan dengan progam Pemerintah yang telah menetapkan target pemanfaatan energi baru terbarukan (EBT) dalam bauran energi pada tahun 2025 minimal 23%, maka dibuatlah program Dedieselisasi. Beberapa alternatif ditawarkan dalam bentuk model pengelolaan pembangkit isolated. Apakah nantinya pengelolaan pembangkit tersebut akan tetap dilaksanakan oleh PLN atau penugasan kepada anak perusahaan dengan status Independent Power Producer (IPP) dan skema Perjanjian Jual Beli Tenaga Listrik (PJBTL) berdasarkan perhitungan Levelized Cost of Energy (LCoE) yang optimum. Pengambilan keputusan menggunakan metode AHP sebagai metode pembobotan kuantitatif dari data kualitatif oleh responden manajemen PLN yang diintegrasikan dengan metode Goal Programming. Berdasarkan pembobotan AHP pada sub kriteria didapatkan bahwa LCOE / BPP memiliki bobot tertinggi yaitu 0,304 dan preferensi responden pada Alternatif PLTS-PLTD (IPP) sebesar 24,4% dibandingkan alternatif lainnya. Berdasarkan integrasi AHP-Goal Programming didapatkan nilai vector pencapaian paling optimum pada Alternatif PLTS-PLTD (PLN) dengan Min Z sebesar 873,90 (4 dari 6 Goal tercapai), IRR 11,53%, LCOE/BPP Rp 2.860/kWh dan EAF 93,28%.

Various challenges have been faced by PLN in carrying out its commitment to providing electricity to all corners of the archipelago and improving the reliability of services at affordable rates. Efforts to reduce the cost of supply (BPP) also continue to be carried out, including by continuing to reduce the use of fossil fuel (BBM) and optimizing electricity production from cheaper primary energy sources in order to carry out the Government's mandate to maintain electricity prices to maintain people's purchasing power and industrial competitiveness. In line with the Government's program that has set a target for the use of new and renewable energy (NRE) in the energy mix by 2025 of at least 23%, a De-dieselization program was created. Several alternatives are offered in the form of isolated plant management models. Whether later the management of the plant will continue to be carried out by PLN or assignment to subsidiaries with independent power producer (IPP) status and the Electricity Sale and Purchase Agreement (PJBTL) scheme based on the calculation of the optimum Levelized Cost of Energy (LCoE). Decision making uses the AHP method as a quantitative weighting method from qualitative data by PLN management respondents which is integrated with the Goal Programming method. Based on the AHP weighting on the sub-criteria, it was found that the LCOE / BPP had the highest weight of 0.304 and the respondents' preference for alternative SOLAR-DIESEL (IPP) was 24.4% compared to other alternatives. Based on the integration of AHP-Goal Programming, the optimal achievement vector value was obtained in the Alternative SOLAR- DIESEL (PLN) with Min Z of 873.90 (4 of the 6 Goals achieved), IRR 11.53%, LCOE / BPP Rp 2,860 / kWh and EAF 93.28%.
