Abstract
Proses transformasi digital direkomendasikan menjadi pilihan solusi untuk mengatasi permasalahan kemacetan lalu lintas di area gate Terminal Peti Kemas akibat distribusi kedatangan truk untuk kegiatan ekspor impor yang tidak merata setiap hari. Penelitian yang dilakukan dalam tesis ini bertujuan untuk melakukan evaluasi permasalahan kemacetan lalu lintas pada area gate Terminal Peti Kemas PT XYZ dengan meningkatkan efektifitas fasilitas yang dimiliki, mengeksplorasi proses transformasi yang generik dari proses manual menjadi terdigitalisasi serta mengekplorasi proses optimalisasi layanan operasional gate dengan sistem dan teknologi digital. Gate automation dengan teknologi Weigh in Motion (WIM) adalah satu dari beberapa pilihan solusi inovatif untuk pengelolaan lalu lintas guna mengimplementasikan peraturan international IMO SOLAS dimana berat peti kemas ekspor terverifikasi sebelum di muat ke atas kapal (Verified Gross Mass). Metode Analytical Hierarchy Process digunakan untuk menentukan kriteria pemilihan metode penimbangan berat peti kemas terbaik dengan tujuan mendapatkan efisiensi, kecepatan, akurasi dengan rata-rata hasil penimbangan berat peti kemas diperoleh maksimum error 1%. Proses layanan manual menuju digital dengan implementasi Terminal Booking System secara faktual telah mereduksi kepadatan trafik lalu lintas terdistribusi merata selama 24 jam. Lebih lanjut, didapatkan juga bahwa optimalisasi pelayanan existing dengan pengembangan sistem Quick Response Code serta penggunaan perangkat Scanning Seal Barcode peti kemas juga terbukti telah mempercepat standard pelayanan pemeriksaan peti kemas menjadi 1 menit.

The digital transformation process is recommended as a solution alternative to overcome the problem of traffic congestion in the gate area of the Container Terminal due to the uneven distribution of truck arrivals for export- import activities every day. The research conducted in this thesis aims to evaluate the problem of traffic congestion at the gate area of PT XYZ Container Terminal by increasing the effectiveness of the facilities owned, exploring the generic transformation process from manual processes to digitalization, and exploring the process of optimizing gate operational services with digital systems and technology. Gate automation with Weigh in Motion (WIM) technology is one of several innovative alternatives for traffic management to implement international IMO SOLAS regulations where the weight of export containers is verified before being loaded on to the ship (Verify Gross Mass). The Analytical Hierarchy Process method is used to determine the criteria for selecting the best container weighing method to get efficiency, speed, and accuracy with an average container weight weighing result obtained a maximum error of 1%. The manual service process to digital with the implementation of the Terminal Booking System has factually reduced traffic density, which is evenly distributed for 24 hours. Furthermore, it was also found that the optimization of existing services with the development of the Quick Response Code system and the use of the container Scanning Seal Barcode device was also proven to have accelerated services at the gate terminal to be more efficient.
