Abstract
Sebagai negara tropis, Indonesia memiliki potensi energi surya yang sangat besar itu 640.000 Terawatt-hours (TWh). Namun energi surya hanya berkontribusi kurang lebih 1,7% terhadap total produksi listrik. Melalui Peraturan Direksi dan Edaran Direksi, pada Bulan Maret 2021 PT PLN (Persero) telah menawarkan pemasangan PLTS Atap bagi pelanggannya sebagai salah satu langkah kontribusi PLN dalam bauran EBT 23% pada tahun 2025. Pelanggan PLN dapat mengajukan permohonan pemasangan PLTS Atap dengan mekanisme deposito sebesar 15% dari total biaya untuk pelanggan tegangan rendah, dan sebesar 30% untuk pelanggan tegangan menengah ke atas. Di sisi lain, salah satu perusahaan PLTS Atap yaitu Xurya Daya Indonesia telah menawarkan 3 skema penyediaan PLTS Atap kepada pelanggannya yaitu pembelian langsung (pembayaran di awal sebesar 100%), skema fleksi (uang muka fleksibel), dan skema DP 0% (tidak perlu melakukan pembayaran di awal). Oleh karena itu PLN perlu mengembangkan model bisnis PLTS Atap supaya mampu bersaing dengan kompetitornya. Metode yang digunakan dalam penelitian ini adalah analisis TOWS (ancaman, peluang, kelemahan, dan kekuatan) pada masing-masing blok business model canvas milik PT PLN (Persero). Kemudian dibentuk sebuah matriks TOWS yang berfungsi untuk menentukan strategi berdasarkan faktor internal dan eksternal. Strategi tersebut kemudian diformulasikan sehingga membentuk sebuah business model canvas yang baru. Hasil dari penelitian ini adalah rekomendasi pengembangan pada enam elemen business model canvas saat ini yaitu customer segments, value propositions, customer relationships, revenue stream, key activities, and key partnerships.

As a tropical country, Indonesia has a vast solar energy potential of 640,000 Terawatt-hours (TWh). However, solar energy only contributes approximately 1.7% of the total electricity production. Through a Board of Directors Regulation and a Board of Directors Circular in March 2021, PT PLN (Persero), the largest electricity company in Indonesia, has offered rooftop PV services for their customers as one of their steps to make a contribution realizing 23% renewable energy mix by 2025. PLN customers can apply for rooftop PV installation with a deposit mechanism of 15% of the total cost for low voltage customers and 30% for medium to high voltage customers. On the other hand, one of the rooftop PV companies, Xurya Daya Indonesia, has offered three schemes for providing rooftop PV to their customers: direct purchase (100% upfront payment), flexible scheme (flexible down payment), and 0% DP scheme (no need to pay upfront). Therefore, PLN needs to develop a PLTS Rooftop business model in order to be able to compete with its competitors. The method used in this study is a TOWS analysis (threats, opportunities, weaknesses, and strengths) on each block of the current business model canvas. Then the strategy can be determined by generating a TOWS matrix based on internal and external factors. The strategies are used to formulate a new business model canvas. The results of this study are recommendations for PLN to develop the six elements of the current business model canvas: customer segments, value propositions, customer relationships, revenue streams, key activities, and key partnerships.
