Abstract

Layanan Bus Pink Transjakarta merupakan program transportasi publik khusus perempuan yang diluncurkan pada tahun 2016 sebagai respons terhadap meningkatnya kasus pelecehan seksual di transportasi publik. Memasuki dekade pertama implementasinya, layanan ini belum sepenuhnya dikaji dari perspektif Gender-Responsive Public Transport secara terstruktur. Penelitian ini bertujuan untuk: (1) mengidentifikasi faktor internal dan eksternal yang mempengaruhi implementasi Bus Pink Transjakarta; (2) merumuskan strategi yang tepat untuk mengoptimalkan pengelolaan Bus Pink dengan pendekatan responsif gender. Penelitian ini menggunakan pendekatan kuantitatif. Analisis dilakukan melalui SWOT, matriks IFAS-EFAS, matriks Internal-Eksternal (IE), dan pembobotan prioritas strategi dengan Analytical Hierarchy Process (AHP). Data primer diperoleh menggunakan metode purposive sampling dengan 65 responden pengguna perempuan Bus Pink di empat koridor operasional dengan menggunakan kuesioner SWOT dan empat responden ahli dari unsur pengelola, pemerintah, dan akademisi menggunakan kuesioner AHP. Hasil analisis IFAS menunjukkan skor internal 2,49 dan EFAS sebesar 2,60 (kondisi average), menempatkan Bus Pink pada Kuadran V matriks IE yakni strategi Hold and Maintain. Hasil pembobotan AHP menunjukkan bahwa Dukungan Pemerintah dan Rekognisi Layanan merupakan kriteria utama dengan bobot tertinggi (0,296), diikuti Fleksibilitas Operasional Layanan (0,295), Sistem Keamanan Responsif Gender (0,254), dan Fasilitas Pendukung Layanan (0,155). Strategi prioritas tertinggi pada masing-masing kriteria adalah: penyesuaian jam operasional pada jam kritis (A3=0,533), pencahayaan dan visibilitas halte serta JPO (B1=0,744), pemasangan CCTV di JPO dan halte (C3=0,511), dan konten berbasis data mengenai pengaruh Bus Pink terhadap keamanan perempuan (D1=0,859).

The Transjakarta Pink Bus service is a public transportation program specifically for women that was launched in 2016 in response to the rising number of sexual harassment cases on public transportation. Now entering its first decade of implementation, this service has not yet been fully evaluated from a structured, gender-responsive public transportation perspective. This study aims to: (1) identify internal and external factors influencing the implementation of the Transjakarta Pink Bus; (2) formulate appropriate strategies to optimize the management of the Pink Bus using a gender-responsive approach. This study employs a quantitative approach. Analysis was conducted using SWOT analysis, the IFAS-EFAS matrix, the Internal-External (IE) matrix, and the Analytical Hierarchy Process (AHP) for prioritizing strategies. Primary data were collected using purposive sampling from 65 female Pink Bus users across four operational corridors via a SWOT questionnaire, and from four expert respondents—representing management, government, and academia—via an AHP questionnaire. The results of the IFAS analysis showed an internal score of 2.49 and an EFAS score of 2.60 (average condition), placing the Pink Bus in Quadrant V of the IE matrix, namely the “Hold and Maintain” strategy. The AHP weighting results show that Government Support and Service Recognition are the primary criteria with the highest weight (0.296), followed by Operational Flexibility of Services (0.295), Gender-Responsive Safety Systems (0.254), and Service Support Facilities (0.155). The highest-priority strategies for each criterion are: adjusting operating hours during critical times (A3=0.533), lighting and visibility at bus stops and pedestrian overpasses (B1=0.744), installing CCTV cameras at pedestrian overpasses and bus stops (C3=0.511), and data-driven content on the impact of the Pink Bus on women’s safety (D1=0.859).
