Abstract

Tantangan terbesar sektor energi di dunia adalah masih besarnya penggunaaan pembangkit listrik berbasis fosil, hal ini juga terjadi di Indonesia. Batubara menjadi primadona bagi sumber energi primer ketenagalistrikan, hal ini disebabkan harganya yang relatif murah dibandingkan sumber lainnya, Di sisi lain penggunaan batubara memberikan efek samping yang cukup serius bagi kelestarian lingkungan. Berbagai usaha dalam mengembangkan pembangkit listrik berbasis energi terbarukan, telah direncanakan oleh pemerintah. Kementrian ESDM menargetkan bauran energi terbarukan sebesar 23 % di tahun 2021. Salah satu potensi yang sangat besar di Indonesia adalah Pembangkit Listrik Tenaga Bayu (PLTB), berdasarkan data RUPTL 2021-2030 potensi energi angin di Indonesia mencapai 60.647 MW, sedangkan kapasitas terpasang untuk PLTB baru sebesar 0,01 %. Pengembangan Pembangkit Listrik berbasis Energi Terbarukan juga sangat relevan jika melihat data pertumbuhan penjualan (demand) tenaga listrik secara nasional yang rata rata mencapai 3,5 % dan kenaikan secara konsisten di provinsi jawa timur dari periode 2011-2020. PLTB Banyuwangi adalah salah satu program pengembangan yang telah tertuang dalam RUPTL, dari hasil asessmen angin didapatkan wind speed rata rata tahunan di kecamatan Wongsorejo, Kabupaten Banyuwangi mencapai lebih dari 5 m/s, hal ini mengindikasikan bahwa area tersebut sangat prospek untuk pengembangan PLTB. Dalam merencanakan keberhasilan proyek pengembangan PLTB, diperlukan kajian kelayakan yang komprehensif. Metodologi yang digunakan antara lain iv Analisa Energi Listrik yang dihasilkan dalam setahun, hal ini penting untuk mengetahui seberapa besar potensi pendapatan yang diterima selama masa manfaat. Dari hasi penelitian didapatkan bahwa proyek Pengembangan PLTB Banyuwangi 80 MW layak secara finansial dengan parameter nilai IRR 8,41 % dan 9,24 % lebih tinggi dari nilai WACC sebesar 5,91 %, serta Net Present Value yang bernilai positif 492.465.807.000 dan 668.066.295.000 rupiah. Dari hasil analisa sensitifitas didapatkan proyek PLTB Banyuwangi tidak layak apabila nilai Capacity Factor pembangkit dibawah 35 % atau nilai Tarif listrik dibawah 945 Rp/Kwh

The biggest challenge in the energy sector in the world is the large use of fossil-based power plants, this also happens in Indonesia. Coal is the main choice for primary energy sources for electricity, this is due to its relatively cheap price compared to other sources. On the other hand, the use of coal has serious side effects for environmental sustainability. Various efforts in developing renewable energy-based power plants, have been planned by the government. The Ministry of Energy and Mineral Resources targets a renewable energy mix of 23% in 2021. One of the huge potentials in Indonesia is the Wind Power Plant (PLTB), based on RUPTL 2021-2030 data, the potential for wind energy in Indonesia reaches 60,647 MW, while the installed capacity for PLTB only 0.01%. The development of Renewable Energy-based Power Plants is also very relevant if you look at the national electricity sales growth (demand) data which averaged 3.5% and a consistent increase in the province of East Java from the 2011- 2020 period. PLTB Banyuwangi is one of the development programs that has been stated in the RUPTL, from the results of the wind assessment, the average annual wind speed in Wongsorejo sub-district, Banyuwangi Regency reaches more than 5 m/s, this indicates that the area is very prospective for PLTB development. In planning the success of the PLTB development project, a comprehensive feasibility study is needed. The methodologies used include Analysis of Electrical Energy generated in a year, this is important to find out how much potential income is received during the useful life. vi The results showed that the Banyuwangi 80 MW PLTB Development project was financially feasible with IRR values of 8.41% and 9.24% higher than the WACC value of 5.91%, and a positive Net Present Value of 492,465,807,000 and 668,066,295,000 rupiahs. From the results of the sensitivity analysis, the Banyuwangi PLTB project is not feasible if the capacity factor value of the generator is below 35% or the value of the electricity tariff is below 945 Rupiah/Kwh
