Abstract

Kontrak payung pemeliharaan kantor perusahaan dan rumah dinas melalui pendekatan OTOBOS (On Time, On Budget, On Scope) merupakan hal penting yang harus dilakukan di perusahaan Badan Usaha Milik Negara Unit Energi Surabaya agar dapat membantu pelaksanaan operasional perusahaan. Dalam memonitor pelaksanaan kontrak payung yang baik, maka perlu mengetahui indikator-indikator apa saja yang ada dalam pendekatan OTOBOS yaitu faktor ketepatan waktu, finansial dan lingkup material agar dapat berjalan dengan baik. Selain itu perlu diketahui indikator-indikator prioritas apa saja yang ada dalam pendekatan OTOBOS agar dapat menjadi perhatian di dalam pelaksanaan kontrak payung. Penelitian ini menggunakan metode Delphi untuk menentukan indikator-indikator apa saja yang perlu ada di dalam penerapan kontrak payung tersebut, dan menggunakan analisa yaitu AHP (Analytical Hierarchy Process) untuk mengetahui indikator-indikator mana yang menjadi prioritas. Dari hasil penelitian ini didapatkan 20 indikator sub kriteria yang perlu ada di dalam penerapan kontrak payung pemeliharaan kantor dan rumah dinas perusahaan. Kemudian untuk indikator yang menjadi paling prioritas di dalam kriteria OTOBOS adalah indikator waktu, sedangkan untuk indikator yang menjadi paling prioritas di dalam sub kriteria adalah indikator monitoring dan evaluasi metode kerja dengan pelaksanaan di lapangan pada kriteria waktu; indikator memastikan adanya kesepakatan kontrak kerja pada kriteria finansial, dan indikator pengendalian mutu atau kualitas pada kriteria material. ============================================================================================================================== Framework contracts for the maintenance of company offices and official residences through the OTOBOS (On Time, On Budget, On Scope) approach are important things to do in the State-Owned Enterprise of The Energy Units of Surabaya, to assist the implementation of the company's operations. In monitoring the implementation of a good framework contract, it is necessary to know what indicators in the OTOBOS approach, namely the timeliness, and financial and scope factors so that it can run well. In addition, it is necessary to know what priority indicators are in the OTOBOS approach so that they can be considered in the implementation of the framework contract. This study uses the Delphi method to determine what indicators need to be in the implementation of the framework contract and uses the analysis of AHP (Analytical Hierarchy Process) to find out which indicators are the priority. From the results of this study, 20 sub-criteria indicators that need to be present in the application of the company's office and home maintenance contracts are applied. Then the indicators that become the most priority in the OTOBOS criteria are time indicators, while the indicators that become the most priority in the sub-criteria are work monitoring and evaluation indicators with implementation in the field on time criteria; indicators ensure that there is an agreement on a work contract on-budget criteria, and quality control indicators or quality on scope criteria.
