Abstract

Menurut penilaian Badan Peningkatan Penyelenggaraan Sistem Penyediaan Air Minum (BPPSPAM) pada tahun 2021, rata-rata nasional tingkat NRW adalah 32,67% (BPPSPAM, 2021).Berdasarkan Data Teknis Perumda Air Minum Tirta Sewakadarma tahun 2021, tingkat Non Revenue Water (NRW) mencapai 40,43%. Pada penelitian ini akan membahas faktor faktor penyebab dari tingkat Non Revenue Water ( NRW) dan dapat dijadikan sebagai salah satu referensi bagi Perumda Air Minum Tirta Sewakadarma Kota Denpasar dalam penyusunan kebijakan dan perencanaan program penurunan tingkat NRW sesuai dengan instruksi BPPSPAM bahwa setiap penyedia air minum wajib untuk mengamankan SPAM dengan tingkat NRW di bawah 25%. Sehubungan dengan hal tersebut di atas akan dilakukan penelitian penurunan tingkat NRW untuk mitigasi kehilangan air dengan menggunakan metode Root Cause Analysis. Berdasarkan hasil analisa dan pembahasan untuk penurunan Non Revenue Water untuk mitigasi kehilangan air di Perumda Air Minum Tirta Sewakadarma Kota Denpasar, kesimpulan yang diperoleh yaitu faktor utama penyebab dalam penurunan Non Revenue Water (NRW) adalah pada kehilangan air fisik yang lebih dominan dari pada kehilangan air non fisik dengan faktor penyebabnya antara lain: jenis, umur dan bahan pipa, fitting dan accessories, disebabkan oleh akar pohon, tergaruknya pipa milik perumda secara tidak sengaja, dan kurangnya koordinasi dengan pihak ketiga terkait pekerjaan infrastruktur kota.

According to the assessment of the Agency for the Improvement of the Implementation of the Goverment Water Supply System (BPPSPAM) in 2021, the national average NRW level is 32.67% (BPPSPAM, 2021).Based on the technical data of Perumda Air Minum Tirta Sewakadarma in 2021, the level of Non Revenue Water (NRW) reached 40,43 %. This study will discuss the factors causing the level of Non-Revenue Water (NRW) and can be used as a reference for Perumda Air Minum Tirta Sewakadarma in policy making and planning programs to reduce the level of NRW in accordance with BPPSPAM instructions that every water treatment provider is obligated to secure SPAM with NRW levels below 25%. In connection with the above, research will be conducted to reduce the level of NRW to mitigate water loss using the Root Cause Analysis method. Based on the results of the analysis and discussion for the reduction of Non Revenue Water for mitigating water loss in Perumda Air Minum Tirta Sewakadarma Denpasar City, The conclusion obtained is that the main factor causing the decrease in Non Revenue Water (NRW) is physical water loss which is more dominant than non- physical water loss with the causative factors include: type, age and material of pipes, fittings and accessories, caused by tree roots. , the accidental scratching of a pipe belonging to a local government company, and a lack of coordination with third parties related to urban infrastructure work.
