Abstract

Laju urbanisasi yang terus meningkat menuntut pemerintah kota menghadirkan pelayanan publik yang adaptif hingga ke tingkat komunitas terkecil. Pemerintah Kota Surabaya merespons tantangan tersebut melalui pembentukan Kader Surabaya Hebat (KSH) yang diatur dalam Peraturan Wali Kota Surabaya Nomor 15 Tahun 2025, yang menugaskan kader melaksanakan tujuh bidang pelayanan sekaligus menggunakan Aplikasi Sayang Warga (ASW) sebagai instrumen pendataan berbasis digital. Namun, pelaksanaan kebijakan tersebut di tingkat komunitas masih menghadapi berbagai hambatan teknis, kapasitas, dan sosial yang belum sepenuhnya terakomodasi dalam desain regulasi. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan KSH serta merumuskan strategi penguatan kelembagaannya di RW 04 Kelurahan Menur Pumpungan, Kota Surabaya. Penelitian menggunakan pendekatan kualitatif dengan jenis studi kasus tunggal. Pengumpulan data dilakukan melalui wawancara mendalam semi terstruktur, observasi partisipasi pasif, studi dokumentasi, dan studi literatur. Informan ditentukan menggunakan teknik purposive sampling yang melibatkan 18 informan yang terdiri atas informan kunci, informan utama, dan informan pendukung. Analisis data menggunakan model interaktif Miles, Huberman, dan Saldaña melalui tahapan reduksi data, penyajian data, serta penarikan kesimpulan dan verifikasi. Keabsahan data diuji menggunakan triangulasi sumber dan triangulasi teknik. Analisis implementasi menggunakan kerangka Policy Analysis Triangle melalui dimensi content, context, actors, dan process, sedangkan strategi penguatan dirumuskan melalui adaptasi kerangka. Hasil penelitian menunjukkan bahwa dari tujuh bidang tugas yang diamanatkan, hanya tiga yang berjalan secara konsisten, yaitu pemantauan jentik, pendataan ASW, dan pemantauan TOGA. Kondisi tersebut dipengaruhi oleh karakteristik RW 04 sebagai kawasan perumahan dengan mobilitas warga yang tinggi dan norma privasi yang kuat sehingga beberapa bidang layanan belum dapat dilaksanakan secara optimal. Strategi penguatan yang dihasilkan meliputi regenerasi kader, pendampingan teknis ASW secara berkelanjutan, penyediaan kartu identitas resmi kader, pendekatan persuasif melalui jaringan RT/RW, penguatan supervisi substantif, dan penyederhanaan alur pelaporan ASW.

Increasing urbanization requires local governments to provide adaptive public services down to the smallest community level. The Surabaya City Government has responded to this challenge through the establishment of Kader Surabaya Hebat (KSH), regulated under Mayor Regulation Number 15 of 2025, which mandates cadres to perform seven service functions while utilizing the Sayang Warga Application (ASW) as a digital data collection instrument. However, policy implementation at the community level continues to face various technical, capacity-related, and social challenges that have not been fully accommodated within the regulatory design. This study aims to analyze the implementation of the KSH policy and formulate strategies for strengthening its institutional capacity in RW 04, Menur Pumpungan Urban Village, Surabaya City. A qualitative approach with a single case study design was employed. Data were collected through semi-structured in-depth interviews, passive participant observation, documentation studies, and literature reviews. Informants were selected using purposive sampling and consisted of 18 participants categorized as key informants, primary informants, and supporting informants. Data were analyzed using the interactive model of Miles, Huberman, and Saldaña, which includes data reduction, data display, and conclusion drawing and verification. Data validity was ensured through source triangulation and technique triangulation. Policy implementation was analyzed using the Policy Analysis Triangle framework developed by, covering the dimensions of content, context, actors, and process. Institutional strengthening strategies were formulated through an adaptation of the framework proposed. The findings reveal that only three of the seven mandated service functions were consistently implemented, namely mosquito larvae monitoring, ASW data collection, and medicinal plant (TOGA) monitoring. This condition is influenced by the characteristics of RW 04 as a residential area with high population mobility and strong privacy norms, limiting the implementation of several service functions. The proposed strengthening strategies include cadre regeneration, continuous ASW technical assistance, provision of official cadre identification cards, persuasive approaches through RT/RW networks, strengthened substantive supervision, and simplification of the ASW reporting system.
