Abstract

Peningkatan jumlah kendaraan bermotor di Indonesia termasuk di Ponorogo telah menyebabkan meningkatnya pelanggaran dan kecelakaan lalu lintas di jalan raya. Penelitian ini menganalisis strategi dan dampak kebijakan Electonic Traffic Law Enforcement (ETLE) di Kabupaten Ponorogo dalam meningkatkan kepatuhan berlalu lintas. Metode penelitian kualitatif dengan pendekatan fenomenologi digunakan untuk menggali pengalaman dan persepsi dari penegak hukum, akademisi, dan masyarakat. Teknik pengumpulan data melalui wawancara, observasi, studi literatur, dan studi dokumentasi. Teknik analisis data menggunakan tiga tahap yaitu reduksi data, penyajian data, dan penarikan kesimpulan. Triangulasi teknik dan sumber menjadi cara dalam menguji keabsahan data di penelitian ini. Hasil penelitian menunjukkab bahwa strategi implementasi terdapat 5 tahapan, yaitu 1) pada tahap perencanaan telah disusun dengan baik mempertimbangkan kondisi geografis dan sebaran kepadatan lalu lintas, 2) pada tahap perumusan strategi telah melibatkan beberapa stakeholder diantaranya Dinas Perhubungan, Jasa Raharja, Dinas Lingkungan Hidup, Dinas PUPKP, dan vendor penyedia perangkat ETLE, 3) pada tahap perumusan kebijakan telah dilakukan penentuan lokasi dan SOP penerapan ETLE, 4) pada tahap implementasi hanya ETLE Mobile yang digunakan untuk penindakan pelanggaran, 5) pada tahap evaluasi terdapat kendala keterbatasan operator perangkat ETLE Statis sehingga belum diterapkan untuk merekam pelanggaran. Hasil penelitian menunjukkan data dari ETLE Mobile memiliki tren menurunnya angka pelanggaran yang selaras dengan perilaku kepatuhan masyarakat dalam berlalu lintas walaupun terjadi kenaikan angka pelanggaran di tahun 2025 yang tidak terlalu signifikan.Saran diberikan kepada pihak kepolisian agar mengoptimalkan penggunaan ETLE Mobile dan ETLE Statis serta memperluas jangkauan patroli, kepada masyarakat agar meningkatkan kesadaran hukum dan kepatuhan, serta kepada peneliti selanjutnya untuk memperluas variabel dan melibatkan narasumber lebih beragam. ===============================================================================================================================
The increasing number of motor vehicles in Indonesia, including in Ponorogo Regency, has contributed to the rise in traffic violations and road traffic accidents. This study analyzes the implementation strategy and impact of the Electronic Traffic Law Enforcement (ETLE) policy in improving traffic law compliance in the jurisdiction of the Ponorogo Resort Police. A qualitative method with a phenomenological approach was employed to explore the experiences and perceptions of law enforcement officers, academics, and the public. Data were collected through interviews, observations, literature review, and document analysis, and analyzed using data reduction, data display, and conclusion drawing. Data validity was ensured through source and technique triangulation. The findings reveal that the ETLE implementation strategy consists of five stages: planning, strategy formulation, policy formulation, implementation, and evaluation. The planning stage considered geographical conditions and traffic density, while strategy formulation involved several stakeholders. Policy formulation focused on determining ETLE locations and developing standard operating procedures. During implementation, only Mobile ETLE was actively used for traffic law enforcement. The evaluation stage identified a shortage of Static ETLE operators, preventing the system from functioning optimally. Furthermore, Mobile ETLE data indicate a declining trend in traffic violations, reflecting improved public compliance, although a slight increase occurred in 2025. The study recommends optimizing both Static and Mobile ETLE, expanding patrol coverage, strengthening public legal awareness, and encouraging future research to examine additional variables with more diverse participants.
