Abstract
Penelitian ini mengkaji sistem manajemen persediaan Material Transmisi Utama (MTU) pada perusahaan ketenagalistrikan dengan membandingkan efektivitas metode Continuous Review dan Periodic Review. Latar belakang penelitian didasari oleh peningkatan signifikan failure rate komponen kritis pada tahun 2022 serta pola permintaan yang didominasi karakteristik intermittent (98 item) dan lumpy (56 item) dengan total nilai pengadaan lebih dari Rp2,1 triliun. Metodologi penelitian mengintegrasikan klasifikasi material menggunakan metode ADI-CV dan ABC, perhitungan parameter persediaan dengan model Continuous Review (s,Q) untuk material lumpy dan Periodic Review (R,s,S) untuk material intermittent, serta validasi menggunakan simulasi Monte Carlo pada 20 sampel MTU di tiga Unit Induk Transmisi (UIT JBB, JBT, JBM). Hasil penelitian menunjukkan kondisi eksisting service level 0,00% di seluruh material. Penerapan model usulan berhasil meningkatkan service level menjadi rata-rata 63,19% (UIT JBB), 69,31% (UIT JBT), 66,21% (UIT JBM), dan 68,82% (skenario gabungan). Parameter persediaan yang dihasilkan bervariasi sesuai karakteristik material, dengan standar deviasi service level antar material berkisar antara 6,96%-27,01% yang mencerminkan tingkat ketidakpastian kinerja di masing-masing wilayah. Penelitian menyimpulkan bahwa material intermittent lebih optimal dikelola dengan Periodic Review dan material lumpy dengan Continuous Review, serta simulasi Monte Carlo diperlukan untuk memvalidasi parameter. Kebijakan yang direkomendasikan mencakup implementasi bertahap dimulai dari material berkinerja terbaik (CVT150 - RFQ 007 dengan service level 76,13%), penerapan joint inventory terbatas untuk material bernilai tinggi, serta pengembangan sistem informasi persediaan real-time.

This research examines the inventory management system of Main Transmission Material (MTU) in an electric power company by comparing the effectiveness of the Continuous Review and Periodic Review methods. The research background is motivated by a significant increase in the failure rate of critical components in 2022 and demand patterns dominated by intermittent (98 items) and lumpy (56 items) characteristics, with a total procurement value exceeding Rp2.1 trillion. The research methodology integrates material classification using the ADI-CV and ABC methods, calculation of inventory parameters using the Continuous Review (s,Q) model for lumpy materials and the Periodic Review (R,s,S) model for intermittent materials, as well as validation using Monte Carlo simulation on 20 MTU samples across three Transmission Main Units (UIT JBB, UIT JBT, UIT JBM). The results show that the existing condition achieved a 0.00% service level across all materials. The implementation of the proposed models successfully increased service levels to an average of 63.19% (UIT JBB), 69.31% (UIT JBT), 66.21% (UIT JBM), and 68.82% (combined scenario). The resulting inventory parameters varied according to material characteristics, with the standard deviation of service levels across materials ranging from 6.96% to 27.01%. The research concludes that intermittent materials are more optimally managed using Periodic Review, while lumpy materials are better suited to Continuous Review, and Monte Carlo simulation is necessary to validate the parameters. Recommended policies include phased implementation starting with the best-performing materials (CVT150 - RFQ 007 with a service level of 76.13%), limited joint inventory implementation for high-value materials, and the development of a real-time inventory information system.
