Abstract
Pemeliharaan Saluran Udara Tegangan Menengah (SUTM) merupakan salah satu faktor penting dalam menjaga keandalan sistem distribusi tenaga listrik. Keterbatasan sumber daya pemeliharaan mengharuskan perusahaan menentukan prioritas pemeliharaan secara objektif dan terukur agar kegiatan pemeliharaan dapat dilakukan secara efektif dan efisien. Penelitian ini bertujuan untuk mengidentifikasi kriteria dan sub-kriteria yang paling berpengaruh terhadap keandalan SUTM serta menentukan prioritas pemeliharaan menggunakan integrasi metode Delphi dan Analytical Hierarchy Process (AHP) pada jaringan distribusi PT PLN (Persero) UP3 Cikupa.
Penelitian diawali dengan metode Delphi untuk memperoleh konsensus para ahli terkait kriteria dan sub-kriteria pemeliharaan berdasarkan Edaran Direksi PLN Nomor 0018 Tahun 2014. Konsensus ditentukan menggunakan parameter Median > 5 dan Interquartile Range (IQR) < 1. Kriteria dan sub-kriteria yang memenuhi konsensus kemudian dianalisis menggunakan metode AHP untuk menentukan bobot prioritas melalui perbandingan berpasangan (pairwise comparison). Selanjutnya dilakukan pengujian konsistensi menggunakan Consistency Index (CI) dan Consistency Ratio (CR) dengan batas penerimaan CR ≤ 0,10. Untuk menguji kestabilan model, dilakukan analisis sensitivitas pada beberapa skenario perubahan bobot kriteria.
Hasil penelitian menunjukkan bahwa dari 4 kriteria dan 26 sub-kriteria yang terdapat pada standar pemeliharaan SUTM PLN, hanya 3 kriteria dan 9 sub-kriteria yang memenuhi tingkat konsensus tinggi. Kriteria tersebut meliputi Kebersihan Right of Way (ROW), Visual Equipment, dan Infrared Thermography, sedangkan sub-kriteria yang lolos terdiri atas Pohon, Bambu, Umbul-umbul, Kawat, Fuse Cut Out, Travers, Isolator, Jumper, dan Arrester. Hasil pembobotan AHP menunjukkan bahwa sub-kriteria Bambu pada kriteria Kebersihan ROW memiliki prioritas tertinggi dengan bobot global sebesar 0,4171, diikuti oleh Jumper dengan bobot 0,1149 dan Pohon dengan bobot 0,1129. Hasil analisis sensitivitas menunjukkan bahwa sebagian besar alternatif tidak mengalami perubahan ranking pada berbagai skenario perubahan bobot, sehingga model yang dibangun memiliki tingkat stabilitas dan robustitas yang baik.
Validasi terhadap data historis gangguan menunjukkan bahwa hasil prioritas yang diperoleh memiliki kesesuaian dengan kondisi aktual jaringan, khususnya pada penyulang yang memiliki frekuensi gangguan tinggi. Dengan demikian, integrasi metode Delphi dan AHP terbukti efektif dalam menentukan prioritas pemeliharaan SUTM secara sistematis, objektif, dan dapat digunakan sebagai dasar pengambilan keputusan pemeliharaan untuk meningkatkan keandalan sistem distribusi tenaga listrik.

Maintenance of Medium Voltage Overhead Lines (MVOL) is a crucial factor in ensuring the reliability of electric power distribution systems. Limited maintenance resources require utilities to establish maintenance priorities objectively and systematically so that maintenance activities can be carried out effectively and efficiently. This study aims to identify the most influential criteria and sub-criteria affecting MVOL reliability and to determine maintenance priorities using the integration of the Delphi and Analytical Hierarchy Process (AHP) methods within the distribution network of PT PLN (Persero) UP3 Cikupa.
The research began with the Delphi method to obtain expert consensus regarding maintenance criteria and sub-criteria based on PLN Board of Directors Circular Letter No. 0018 of 2014. Consensus was determined using Median > 5 and Interquartile Range (IQR) < 1 as acceptance criteria. The criteria and sub-criteria that met the consensus requirements were subsequently analyzed using the AHP method to determine priority weights through pairwise comparisons. Consistency testing was conducted using the Consistency Index (CI) and Consistency Ratio (CR), with an acceptance threshold of CR ≤ 0.10. Furthermore, sensitivity analysis was performed under several weight-adjustment scenarios to evaluate the stability of the decision model.
The results indicate that out of 4 criteria and 26 sub-criteria specified in the PLN maintenance standards, only 3 criteria and 9 sub-criteria achieved a high level of expert consensus. The selected criteria were Right of Way (ROW) Cleanliness, Visual Equipment Inspection, and Infrared Thermography, while the accepted sub-criteria consisted of Trees, Bamboo, Banners/Flags, Conductors, Fuse Cut Outs, Crossarms, Insulators, Jumpers, and Arresters. The AHP weighting results revealed that Bamboo under the ROW Cleanliness criterion obtained the highest global priority weight of 0.4171, followed by Jumper with a weight of 0.1149 and Tree with a weight of 0.1129. The sensitivity analysis demonstrated that most alternatives maintained their ranking positions under various weight-change scenarios, indicating that the proposed model possesses a high degree of stability and robustness.
Validation against historical outage data showed that the resulting maintenance priorities were consistent with actual network conditions, particularly for feeders experiencing high outage frequencies. Therefore, the integration of the Delphi and AHP methods proved to be effective in determining MVOL maintenance priorities in a systematic and objective manner. The proposed approach can serve as a decision-support tool for maintenance planning and contribute to improving the reliability of electric power distribution systems.
