Abstract
Pengelolaan sumber daya manusia (SDM) pada instansi pemerintah seperti Badan Pendapatan Daerah (Bapenda) Provinsi Jawa Timur memerlukan efektivitas tinggi, khususnya dalam pelacakan aktivitas pegawai dan evaluasi kinerja bulanan. Selama ini, pencatatan agenda kerja, kegiatan dinas luar (DL), sakit, izin, dan cuti pegawai masih dilakukan secara manual atau semi-digital menggunakan media spreadsheet terpisah. Hal ini menyulitkan pemantauan secara real-time dan memperlambat penyusunan rekapitulasi kinerja bulanan yang menjadi dasar evaluasi instansi. Kerja Praktik ini bertujuan untuk merancang dan mengimplementasikan fitur Penjadwalan Pegawai dan Rekap Kinerja pada aplikasi berbasis web. Sistem ini dikembangkan menggunakan arsitektur client-server dengan teknologi Next.js untuk sisi frontend, serta Node.js dengan framework Express dan ORM Sequelize (MySQL) untuk sisi backend. Fitur penjadwalan memungkinkan perekaman data penugasan pegawai (termasuk unggah dokumen Surat Perintah Tugas/SPT berformat PDF), pelacakan lokasi dinas luar (dalam kota/luar kota), serta pembatasan akses data berdasarkan unit kerja (bidang). Fitur rekap kinerja secara otomatis mengagregasi jam kerja efektif pegawai dari jadwal kegiatan dengan status 'Kinerja' dan 'Dinas Luar' (diasumsikan 8 jam per hari kerja). Pegawai dinyatakan memenuhi standar kinerja bulanan jika mengumpulkan minimal 24 jam kerja efektif dalam bulan tersebut. Hasil pengujian menunjukkan bahwa sistem berhasil mengotomatisasi proses penjadwalan dan mempercepat pembuatan laporan rekap kinerja bulanan dengan tingkat akurasi 100% berdasarkan skenario pengujian fungsionalitas.

Human resource (HR) management in government institutions such as the Regional Revenue Agency (Badan Pendapatan Daerah/Bapenda) of East Java Province requires high effectiveness, particularly in tracking employee activities and evaluating monthly performance. Currently, the recording of work schedules, official duty (DL) activities, sick leave, permission leave, and employee leave is still carried out manually or semi-digitally using separate spreadsheet files. This makes real-time monitoring difficult and slows down the preparation of monthly performance recapitulation, which serves as the basis for institutional evaluation. This internship project aims to design and implement the Employee Scheduling and Performance Recapitulation features in a web-based application. The system was developed using a client-server architecture with Next.js for the frontend, and Node.js with the Express framework and Sequelize ORM (MySQL) for the backend. The scheduling feature enables the recording of employee assignment data, including the upload of Official Assignment Letter (Surat Perintah Tugas/SPT) documents in PDF format, tracking of official duty locations (within or outside the city), and data access restrictions based on organizational units (departments). The performance recapitulation feature automatically aggregates employees' effective working hours from activity schedules with the statuses "Performance" and "Official Duty" (assuming 8 effective working hours per working day). Employees are considered to meet the monthly performance standard if they accumulate at least 24 effective working hours during the month. The testing results show that the system successfully automates the scheduling process and accelerates the generation of monthly performance recapitulation reports with 100% accuracy based on functional testing scenarios.
