Abstract

Pemilihan kontraktor Engineering, Procurement, and Construction (EPC) pada proyek transmisi dan gardu induk di PT PLN (Persero) masih didominasi oleh pendekatan lowest bid, yang berpotensi mengabaikan aspek kualitas, kapasitas teknis, dan rekam jejak kinerja kontraktor. Penelitian ini bertujuan mengembangkan model pemilihan kontraktor yang lebih objektif, terstruktur, dan berbasis kinerja dengan mengintegrasikan metode Fuzzy Analytic Hierarchy Process (Fuzzy AHP), Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), serta pendekatan Partial Value Function (PVF) dan Time Decay Correction (TDC). Metode Fuzzy AHP digunakan untuk menentukan bobot kriteria, TOPSIS untuk pemeringkatan alternatif kontraktor, sedangkan PVF dan TDC digunakan untuk mengevaluasi kinerja proyek terdahulu secara proporsional dan mempertimbangkan dimensi waktu. Data penelitian diperoleh dari dokumen pengadaan, data kinerja kontraktor, serta wawancara dengan pakar di bidang EPC.Hasil penelitian menunjukkan bahwa kriteria Penawaran Harga memiliki bobot tertinggi sebesar 0,362, diikuti oleh Kualifikasi Teknis sebesar 0,279 dan Kinerja Proyek Terdahulu sebesar 0,234, yang mengindikasikan pentingnya keseimbangan antara aspek biaya dan kualitas dalam evaluasi kontraktor. Hasil pemeringkatan menggunakan TOPSIS menunjukkan bahwa Kontraktor E merupakan alternatif terbaik dengan nilai preferensi sebesar 0,8874, diikuti oleh Kontraktor C, D, B, dan A. Analisa sensitivitas menunjukkan bahwa hasil pemeringkatan relatif stabil, khususnya pada peringkat pertama dan terakhir, meskipun terdapat dinamika pada peringkat menengah. Penerapan PVF dan TDC terbukti meningkatkan akurasi penilaian kinerja historis kontraktor dengan mempertimbangkan tingkat dampak dan relevansi waktu. Penelitian ini menyimpulkan bahwa integrasi metode Fuzzy AHP, TOPSIS, PVF, dan TDC mampu menghasilkan model pemilihan kontraktor yang lebih objektif, transparan, dan berbasis risiko, serta dapat menjadi dasar pengembangan sistem nilai (value-based procurement) di PT PLN (Persero). Model ini diharapkan dapat meningkatkan efektivitas pengambilan keputusan dalam pengadaan proyek EPC serta mendukung tata kelola proyek ketenagalistrikan yang lebih efisien, akuntabel, dan berkelanjutan.

The selection of Engineering, Procurement, and Construction (EPC) contractors for transmission and substation projects at PT PLN (Persero) is still largely dominated by the lowest bid approach, which tends to overlook critical aspects such as quality, technical capability, and contractors’ historical performance. This study aims to develop a more objective, structured, and performance-based contractor selection model by integrating the Fuzzy Analytic Hierarchy Process (Fuzzy AHP), Technique for Order Preference by Similarity to an Ideal Solution (TOPSIS), as well as Partial Value Function (PVF) and Time Decay Correction (TDC) approaches. Fuzzy AHP is used to determine the weights of evaluation criteria, TOPSIS is applied to rank contractor alternatives, while PVF and TDC are employed to assess past project performance proportionally and incorporate time relevance. The data were collected from procurement records, contractor performance data, and expert interviews in the EPC field. The results indicate that the Price Offering criterion has the highest weight at 0.362, followed by Technical Qualification at 0.279 and Past Project Performance at 0.234, highlighting the importance of balancing cost and quality in contractor evaluation. The TOPSIS ranking shows that Contractor E is the best alternative with a preference value of 0.8874, followed by Contractors C, D, B, and A. Sensitivity analysis demonstrates that the ranking results are relatively stable, particularly for the highest and lowest ranks, although some variations occur in the middle rankings. The application of PVF and TDC enhances the accuracy of evaluating contractors’ historical performance by considering both the impact level and time relevance. This study concludes that the integration of Fuzzy AHP, TOPSIS, PVF, and TDC provides a more objective, transparent, and risk-based contractor selection model, which can serve as a foundation for developing a value-based procurement system at PT PLN (Persero). The proposed model is expected to improve decision-making effectiveness in EPC procurement and support more efficient, accountable, and sustainable project governance in the national electricity sector.
