Abstract
information technology, agile, dan cybersecurity, yang kemudian dipadukan secara langsung dengan data lesson learned internal perusahaan. Pendekatan hybrid ini berhasil menyaring dan merumuskan 11 kandidat CSF awal. Sebelum tahapan evaluasi tingkat lanjut dilakukan, kualitas instrumen penelitian diuji terlebih dahulu menggunakan statistika klasik, yaitu Uji Validitas Pearson Product Moment dan Uji Reliabilitas Cronbach’s Alpha, sebagai bentuk analisis pendukung untuk memastikan konsistensi dan keandalan alat ukur. Selanjutnya, ke-11 kandidat CSF tersebut divalidasi penuh melalui penilaian panel pakar yang mewakili tiga fungsi kritikal, yaitu 21 praktisi berpengalaman dari divisi Project Management Office, Sales & Business, dan Technical/Pentester. Analisis utama dijalankan menggunakan pendekatan Fuzzy Delphi Method untuk mengakomodasi ketidakpastian linguistik dari persepsi pakar, yang diproses secara matematis melalui Triangular Fuzzy Number, evaluasi persentase expert agreement, nilai threshold dispersion (d) untuk melihat tingkat kedekatan konsensus, dan ambang batas defuzzifikasi atau alpha-cut. Hasil analisis data secara empiris membuktikan bahwa 10 dari 11 kandidat CSF sukses mencapai konsensus ahli secara signifikan dengan parameter validasi nilai EA ≥ 75%, jarak dispersi d ≤ 0,2, dan ambang batas alpha-cut ≥ 0,75. Pemeringkatan akhir yang ditarik dari nilai defuzzifikasi menegaskan bahwa keberhasilan proyek amat bergantung pada pengawalan efektivitas komunikasi, koordinasi stakeholder, kesiapan teknis tim, serta pengelolaan manajemen yang adaptif. Secara akademis, penelitian ini memberikan kontribusi empiris dan metodologis yang signifikan dengan memperluas literatur manajemen proyek pada domain keamanan siber (cybersecurity project management) dan membuktikan efektivitas metode FDM dalam seleksi indikator kesuksesan. Secara praktis, hasil prioritisasi CSF ini memberikan manfaat langsung sebagai kerangka acuan dan checklist strategis bagi PT. ABCD dalam merancang operasional delivery proyek penetration testing yang lebih terstruktur, terukur, serta proaktif dalam memitigasi risiko kegagalan operasional dari fase inisiasi hingga penutupan proyek.

The success of penetration testing project delivery is influenced not only by technical aspects but also by an organization's capability to comprehensively manage operational and managerial critical factors. Given that PT. ABCD faces operational challenges regarding scope dynamics and resource coordination, and lacks a specifically validated Critical Success Factors (CSFs) model, this study aims to identify, validate, and prioritize these critical determinants. The study commenced by conducting a comprehensive synthesis of multidomain scientific references encompassing project management, information technology, agile, and cybersecurity, which was subsequently amalgamated with the company's internal lessons learned data. This hybrid approach successfully filtered and formulated 11 initial CSF candidates. Prior to the advanced expert evaluation phase, the research instrument's quality was initially tested using classical statistics, specifically Pearson's Product Moment Validity and Cronbach’s Alpha Reliability, acting as a supporting analysis to ensure the measurement's consistency and reliability. Subsequently, the 11 CSF candidates were thoroughly validated through assessments by a panel representing three critical functions, comprising 21 experienced practitioners from the Project Management Office, Sales & Business, and Technical/Pentester divisions. The primary analysis was executed using the Fuzzy Delphi Method to accommodate the linguistic uncertainties of expert perceptions, mathematically processed through Triangular Fuzzy Numbers, expert agreement percentage evaluation, threshold dispersion values (d) to measure consensus proximity, and an alpha-cut defuzzification threshold. The empirical analytical results demonstrated that 10 out of the 11 CSF candidates successfully achieved significant expert consensus with validation parameters of EA ≥ 75%, dispersion distance d ≤ 0.2, and an alpha-cut threshold of ≥ 0.75. The final prioritized ranking, derived from the defuzzification values, confirms that project success relies heavily on safeguarding communication effectiveness, stakeholder coordination, team technical readiness, and adaptive management. Academically, this study provides significant empirical and methodological contributions by expanding the project management literature within the cybersecurity domain (cybersecurity project management) and proving the FDM methodology's effectiveness in success indicator selection. Practically, the prioritization of these CSFs offers direct benefits as a strategic reference framework and checklist for PT. ABCD in designing more structured, measurable, and proactive penetration testing project deliveries to mitigate operational failure risks from the initiation to the project closing phases.
