Abstract
Usaha Mikro Kecil dan Menengah (UMKM) berperan penting dalam perekonomian masyarakat, termasuk membuka lapangan kerja, meningkatkan pendapatan, dan memperkuat ekonomi lokal. Namun, banyak UMKM masih menghadapi kendala seperti keterbatasan modal, akses pasar, kemampuan manajerial, dan pembinaan yang belum merata, termasuk di Ring 1 Rungkut, Surabaya. PT Surabaya Industrial Estate Rungkut berupaya mengatasi masalah ini melalui Program Tanggung Jawab Sosial dan Lingkungan berupa Program Pendanaan Usaha Mikro dan Kecil. Penelitian ini bertujuan untuk mengetahui mplementasi Program TJSL Pendanaan UMK PT SIER, memahami persepsi pelaku UMKM binaan terhadap pembinaan dan dukungan yang diberikan, serta menganalisis dampak program terhadap peningkatan kinerja UMKM di Ring 1 Rungkut, Surabaya. Penelitian ini menggunakan metode kualitatif deskriptif dengan jenis studi kasus. Data primer diperoleh melalui wawancara, sedangkan data sekunder diperoleh melalui studi literatur dan studi dokumentasi yang berkaitan dengan TJSL, Pendanaan UMK, UMKM, dan kinerja UMKM. Informan penelitian terdiri atas pihak TJSL PT SIER, pelaku UMKM penerima manfaat Program Pendanaan UMK dan pihak Bank Rakyat Indonesia. Teknik analisis data dilakukan melalui reduksi data, penyajian data, dan penarikan kesimpulan, sedangkan keabsahan data diuji menggunakan triangulasi sumber, teknik, dan waktu. Hasil penelitian menunjukkan implementasi Program TJSL Pendanaan UMK PT SIER telah berjalan dengan baik melalui tahapan sosialisasi, pengajuan, survei lokasi usaha, analisis kelayakan, persetujuan, penyaluran dana, monitoring, dan pembinaan usaha. Persepsi pelaku UMKM terhadap program ini cenderung positif karena bantuan yang diberikan dinilai membantu, relevan dengan kebutuhan usaha, cukup transparan, serta mendorong pelaku UMKM untuk tetap melanjutkan partisipasi, meskipun pembinaan belum dirasakan secara merata oleh seluruh mitra binaan. Program Pendanaan UMK PT SIER memberikan dampak positif terhadap peningkatan kinerja UMKM, terutama pada aspek pertumbuhan penjualan, modal, perluasan pasar, dan laba. Namun, peningkatan tenaga kerja belum terjadi secara merata karena sebagian UMKM masih menjalankan usaha dengan jumlah pekerja yang sama dan UMKM binaan masih memerlukan penguatan pada aspek pembinaan, komunikasi dan evaluasi agar manfaat program dapat lebih merata.

Micro, Small, and Medium Enterprises play a vital role in the community economy by creating jobs, increasing income, and strengthening the local economy. However, many MSMEs still face obstacles such as limited capital, restricted market access, insufficient managerial skills, and unevenly distributed guidance and support including in the "Ring 1" area of Rungkut, Surabaya. PT Surabaya Industrial Estate Rungkut seeks to address these issues through its Social and Environmental Responsibility program, specifically the Micro and Small Enterprise Funding Program. This study aims to examine the implementation of PT SIER’s MSE Funding Program, understand the perceptions of assisted MSME owners regarding the guidance and support provided, and analyze the program's impact on improving MSME performance in the Ring 1 Rungkut area. A descriptive qualitative method using a case study approach was employed. Primary data were obtained through interviews, while secondary data were gathered via literature and document reviews concerning TJSL, MSE funding, MSMEs, and MSME performance. Research informants included representatives from PT SIER’s TJSL division, MSME beneficiaries of the funding program, and representatives from Bank Rakyat Indonesia. Data analysis involved data reduction, data presentation, and conclusion drawing, while data validity was verified through source, technique, and time triangulation. The results indicate that the implementation of PT SIER’s MSE Funding Program has proceeded effectively, encompassing stages such as outreach, application submission, business site surveys, feasibility analysis, approval, fund disbursement, monitoring, and business guidance. MSME owners generally hold a positive perception of the program, viewing the assistance as helpful, relevant to business needs, and sufficiently transparent; it encourages continued participation, even though the guidance provided has not been experienced equally by all assisted partners. PT SIER’s MSE Funding Program has positively impacted MSME performance, particularly regarding sales growth, capital, market expansion, and profitability. However, the increase in the workforce has not yet occurred evenly, as some MSMEs continue to operate with the same number of employees, and supported MSMEs still require strengthening in terms of guidance, communication, and evaluation to ensure the program's benefits are more widely distributed.
