Abstract
Penelitian ini menganalisis pengaruh kepemimpinan transformasional (TL) dan emotional intelligence (EI) terhadap efektivitas SDM (EFF) serta dampak dinamiknya terhadap burnout dan voluntary turnover pada proyek konstruksi Jalan Tol Balikpapan–IKN, menggunakan pendekatan kuantitatif yang diintegrasikan dengan pemodelan System Dynamics berbasis data kuesioner dari 60 responden yang diformulasikan ke dalam Causal Loop Diagram dan Stock and Flow Diagram pada Vensim. Hasil analisis menunjukkan bahwa TL dan EI berpengaruh positif dan signifikan terhadap efektivitas SDM, dengan model regresi berganda yang dikalibrasi ke dalam formulasi matematis model sebagai parameter perilaku sistem. Simulasi baseline selama 60 bulan mengungkap trajektori kritis sistem, yaitu EFF menurun sebesar −26,57%, burnout meningkat sebesar +74,29%, dan voluntary turnover kumulatif mencapai ekuivalen 341 orang tenaga kerja proyek dengan hanya 8 orang effective workforce ekuivalen yang tersisa akibat reinforcing feedback loop yang tidak terkendali. Nilai simulasi tersebut merepresentasikan dinamika populasi tenaga kerja proyek secara agregat, sedangkan data dari 60 responden digunakan sebagai dasar kalibrasi parameter perilaku model. Dari empat skenario kebijakan yang diuji pada horizon proyeksi 100 bulan ke depan (t=60 s.d. t=160), pengendalian beban kerja (S3) terbukti sebagai leverage point paling efektif secara individual (EFF +50,27% pada t=160, VT −48,05%), sementara intervensi komprehensif (S4) menghasilkan dampak terbaik pada t=160: EFF +65,65%, burnout −80,33%, VT −56,71%, dan effective workforce memulihkan kapasitas dari 8 orang (kondisi akhir baseline t=60) menjadi 263 orang (≈100% kapasitas penuh) melalui efek sinergis non-linear yang tidak dapat dicapai secara parsial. Berdasarkan hasil tersebut, penelitian ini merekomendasikan agar manajemen proyek konstruksi memprioritaskan pengendalian beban kerja sebagai intervensi utama, dikombinasikan dengan penguatan kapabilitas kepemimpinan transformasional dan program pengembangan emotional intelligence secara berkesinambungan, sebagai strategi terpadu untuk menjaga efektivitas SDM, menekan risiko burnout, dan mengurangi turnover sukarela dalam jangka panjang.

This study analyses the influence of transformational leadership (TL) and emotional intelligence (EI) on human resource effectiveness (EFF) and their dynamic impacts on burnout and voluntary turnover in the Balikpapan–IKN Toll Road construction project, employing a quantitative approach integrated with System Dynamics modelling based on questionnaire data from 60 respondents formulated into a Causal Loop Diagram and Stock and Flow Diagram using Vensim. The analysis reveals that both TL and EI positively and significantly influence human resource effectiveness, with multiple regression coefficients calibrated as behavioural parameters within the model's mathematical formulation. A 60-month baseline simulation exposes critical system trajectories: EFF declining by −26.57%, burnout escalating by +74.29%, and cumulative voluntary turnover reaching the equivalent of 341 workers, with only 8 effective workforce equivalents remaining at t=60, driven by uncontrolled reinforcing feedback loops. These simulation values represent the aggregate workforce population dynamics of the project, while data from the 60 respondents served as the basis for calibrating the model's behavioural parameters. Among the four policy scenarios tested over a 100-month projection horizon (t=60 to t=160), workload control (S3) proved to be the most effective individual leverage point (EFF +50.27% at t=160, VT −48.05%), while the comprehensive intervention (S4) produced the strongest overall outcomes at t=160: EFF +65.65%, burnout −80.33%, VT −56.71%, and effective workforce recovering from 8 persons (end of baseline at t=60) to 263 persons (≈100% full capacity) through non-linear synergistic effects unachievable through partial interventions alone. Based on these findings, this study recommends that construction project management prioritize workload control as the primary intervention, combined with sustained development of transformational leadership capabilities and emotional intelligence programs, as an integrated strategy to maintain human resource effectiveness, mitigate burnout risk, and reduce voluntary turnover over the long term.
