Abstract

Terminal Bahan Bakar Minyak (TBBM) JKRT merupakan infrastruktur energi strategis yang menjadi pusat pasokan Bahan Bakar Minyak (BBM) & LPG untuk wilayah Jawa bagian barat serta Jabodetabek. Namun, keterbatasan area, besarnya risiko keselamatan akibat kurangnya buffer zone, serta proyeksi pertumbuhan permintaan / demand energi menuntut adanya evaluasi strategis agar menghindari potensi tidak tercapainya penambahan pendapatan perusahaan (loss opportunity). Penelitian ini bertujuan untuk mengevaluasi tiga alternatif strategi pengembangan TBBM JKRT, yaitu kondisi existing (minimum re-layout), kombinasi JKRT dengan Cikarang Barat Laut (CBL), dan kombinasi JKRT dengan Muara Cisadane. Pendekatan integrasi antara Analytic Hierarchy Process (AHP) dan Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) adalah metode penelitian ini. Penilaian didasarkan pada empat kriteria utama yaitu Safety & Asset Integrity, Operational Supply, Operational Distribution, serta Efisiensi Investasi & Keekonomian. Kuesioner dari 6 pakar internal dan eksternal merupakan data primer yang akan diagregasikan menggunakan metode geometric mean. Hasil analisis AHP menunjukkan kriteria Safety & Asset Integrity dominan dengan bobot 54,9%, selanjutnya Efisiensi Investasi & Keekonomian (23,8%). Kemudian dilakukan integrasi bobot ke dalam pemeringkatan TOPSIS menjadikan kombinasi JKRT + CBL sebagai prioritas terbaik dengan closeness coefficient (CCi) sebesar 0,750. Pengujian robustness melalui analisis sensitivitas dengan kerangka modifikasi bobot kriteria dominan sebesar ±20% membuktikan bahwa urutan peringkat alternatif tersebut tetap stabil. Penelitian ini memberikan konfirmasi bahwa pendekatan hybrid AHP–TOPSIS mampu menyediakan kerangka pengambilan keputusan multikriteria yang sistematis, transparan, dan terukur untuk pengembangan infrastruktur energi strategis nasional.

The JKRT Fuel Terminal (TBBM) is a strategic energy infrastructure that serves as the supply hub for fuel (BBM) and LPG in the western region of Java and the Greater Jakarta (Jabodetabek) area. However, spatial limitations, high safety risks due to the lack of a buffer zone, and projected energy demand growth necessitate a strategic evaluation to prevent potential revenue shortfalls (opportunity loss). This study aims to evaluate three alternative development strategies for the JKRT Fuel Terminal: the existing condition (minimum re-layout), the combination of JKRT with Northwest Cikarang (CBL), and the combination of JKRT with Muara Cisadane. The research methodology employs an integrated approach combining the Analytic Hierarchy Process (AHP) and the Technique for Order Preference by Similarity to Ideal Solution (TOPSIS). The evaluation is based on four main criteria: Safety & Asset Integrity, Operational Supply, Operational Distribution, and Investment Efficiency & Economics. Primary data was gathered through questionnaires completed by six internal and external experts, which were then aggregated using the geometric mean method. The AHP analysis results show that the Safety & Asset Integrity criterion is dominant with a weight of 54.9%, followed by Investment Efficiency & Economics at 23.8%. Subsequently, integrating these weights into the TOPSIS ranking identifies the JKRT + CBL combination as the optimal priority, yielding a closeness coefficient ($CC_i$) of 0.750. Robustness checks via sensitivity analysis—modifying the dominant criterion weight by $\pm20\%$—demonstrate that the alternative ranking remains stable. This study confirms that the hybrid AHP–TOPSIS approach provides a systematic, transparent, and measurable multi criteria decision-making framework for the development of national strategic energy infrastructure.
