Abstract

Data kecelakaan kerja di PT PLN (Persero) menunjukkan bahwa sektor distribusi masih menjadi penyumbang insiden tertinggi dibanding sektor lainnya. Mayoritas kejadian dipengaruhi oleh unsafe action pekerja, seperti ketidakpatuhan terhadap prosedur kerja dan penggunaan alat pelindung diri. Penelitian ini bertujuan untuk menganalisis pengaruh Safety Leadership dan Safety Training terhadap Safety Behavior dengan Safety Awareness sebagai variabel mediasi pada petugas pemeliharaan dan pengoperasian jaringan distribusi listrik. Penelitian ini menggunakan pendekatan kuantitatif dengan metode Structural Equation Modeling–Partial Least Squares (SEM-PLS). Sampel penelitian berjumlah 117 responden dari pekerja teknis jaringan distribusi PT Cita Yasa Perdana pada PLN UP3 Situbondo. Pengumpulan data dilakukan melalui kuesioner terstruktur. Hasil penelitian menunjukkan bahwa Safety Training berpengaruh positif dan signifikan terhadap Safety Awareness (β = 0,826; t = 8,049; p < 0,001), serta Safety Awareness berpengaruh positif dan signifikan terhadap Safety Behavior (β = 0,583; t = 3,592; p < 0,001). Sebaliknya, Safety Leadership tidak berpengaruh signifikan terhadap Safety Awareness (β = 0,057; p = 0,617) maupun Safety Behavior (β = -0,048; p = 0,745). Safety Training juga tidak berpengaruh signifikan terhadap Safety Behavior pada tingkat signifikansi 5% (β = 0,364; p = 0,067). Selain itu, Safety Awareness terbukti memediasi pengaruh Safety Training terhadap Safety Behavior, namun tidak memediasi pengaruh Safety Leadership terhadap Safety Behavior. Secara praktis, hasil penelitian ini menunjukkan bahwa peningkatan perilaku keselamatan pekerja lebih efektif dilakukan melalui penguatan kualitas Safety Training yang mampu meningkatkan Safety Awareness, dibandingkan melalui pendekatan kepemimpinan secara langsung. Temuan ini diharapkan menjadi masukan bagi PLN dalam merancang strategi penguatan program pelatihan keselamatan dan pengembangan kebijakan untuk mendukung target zero accident. Secara praktis, hasil penelitian diharapkan menjadi masukan bagi PLN dalam merancang strategi penguatan Safety Leadership, evaluasi efektivitas program Safety Training, serta pengembangan kebijakan untuk mendukung target zero accident.

Occupational accident data at PT PLN (Persero) indicate that the distribution sector remains the largest contributor to incidents compared to other sectors. The majority of these incidents are driven by unsafe worker actions, such as non-compliance with work procedures and the improper use of personal protective equipment. This study aims to analyze the influence of Safety Leadership and Safety Training on Safety Behavior, with Safety Awareness as a mediating variable among maintenance and operation personnel of electrical distribution networks. This research employs a quantitative approach using the Structural Equation Modeling–Partial Least Squares (SEM-PLS) method. The sample consists of 117 technical distribution workers from PT Cita Yasa Perdana at PLN UP3 Situbondo, with data collected through structured questionnaires. The results indicate that Safety Training has a positive and significant effect on Safety Awareness (β = 0.826; t = 8.049; p < 0.001), and Safety Awareness has a positive and significant effect on Safety Behavior (β = 0.583; t = 3.592; p < 0.001). In contrast, Safety Leadership does not have a significant effect on Safety Awareness (β = 0.057; p = 0.617) or Safety Behavior (β = -0.048; p = 0.745). Safety Training also does not have a significant direct effect on Safety Behavior at the 5% significance level (β = 0.364; p = 0.067). Furthermore, Safety Awareness is found to mediate the relationship between Safety Training and Safety Behavior, but it does not mediate the relationship between Safety Leadership and Safety Behavior. Practically, these findings suggest that improving workers’ Safety Behavioris more effectively achieved through strengthening the quality of Safety Training that enhances Safety Awareness, rather than relying solely on direct leadership approaches. These results are expected to provide insights for PLN in designing strategies to strengthen Safety Training programs and develop policies to support the achievement of a zero-accident target.
