Abstract

Kemacetan lalu lintas di Provinsi Bali, terutama di Kabupaten Badung, Kota Denpasar, dan Kabupaten Gianyar, dipicu oleh tingginya kebutuhan pergerakan menuju pusat perbelanjaan, pariwisata, akomodasi, pendidikan, serta aktivitas bisnis. Pemerintah telah menghadirkan angkutan umum Trans Metro Dewata dan Trans Sarbagita untuk menekan penggunaan kendaraan pribadi, namun efektivitasnya masih rendah karena terdapat gap layanan terhadap tujuan akhir (first–last mile). Pengguna cenderung memilih moda yang tepat waktu, aman, dan terjangkau, sementara ukuran kendaraan umum yang besar kurang selaras dengan lebar jalan di area tujuan. Kondisi ini turut mempertahankan dominasi kendaraan pribadi dan memperbesar emisi sektor transportasi, yang berkontribusi 42,67% terhadap total emisi Bali pada 2023. Penelitian dan perancangan ini bertujuan menghasilkan konsep desain shuttle bus wisata Bali yang adaptif, efisien, dan berkelanjutan melalui: (1) identifikasi permasalahan mobilitas wisatawan dan kebutuhan shuttle jarak pendek antar destinasi; (2) penerapan universal design dan ergonomi agar inklusif bagi lansia dan penyandang disabilitas; (3) perancangan tata ruang interior yang nyaman, mudah untuk naik-turun, serta menyediakan ruang penyimpanan; (4) pengembangan desain eksterior berkarakter khas Bali berbasis identitas lokal; dan (5) integrasi konsep kendaraan listrik. Metode yang digunakan meliputi studi pustaka, survei lapangan, serta wawancara dengan pemangku kepentingan (perencana, pengelola, pengemudi, dan pengguna). Temuan menunjukkan kebutuhan peningkatan aksesibilitas universal, penyediaan informasi perjalanan yang mudah dipahami, desain kursi yang ergonomis, serta penggunaan kendaraan listrik dengan kapasitas baterai besar. Pengembangan layout diawali dengan penetapan kapasitas 10–12 penumpang, konfigurasi kursi seluruhnya menghadap ke depan untuk menikmati panorama, serta perancangan pintu masuk, ruang sirkulasi, area prioritas, dan kompartemen bagasi berdasarkan human factor. Konsep visual diangkat dari burung Jalak Bali (Leucopsar rothschildi) melalui adaptasi warna putih dominan, aksen biru, dan elemen gelap pada sayap/ekor untuk menghadirkan shuttle modern yang selaras dengan identitas pariwisata Bali.

Traffic congestion in Bali Province, particularly in Badung Regency, Denpasar City, and Gianyar Regency, is driven by the high demand for mobility towards shopping centers, tourism destinations, accommodations, educational institutions, and business activities. The government has introduced the Trans Metro Dewata and Trans Sarbagita public transportation systems to reduce private vehicle usage, but their effectiveness remains low due to a service gap in reaching final destinations (the first–last mile). Users tend to prefer punctual, safe, and affordable modes of transport, whereas the large size of current public vehicles is incompatible with the narrow road widths in destination areas. This condition sustains the dominance of private vehicles and increases transportation sector emissions, which contributed 42.67% to Bali's total emissions in 2023. This research and design aim to produce an adaptive, efficient, and sustainable Bali tourist shuttle bus design concept by: (1) identifying tourist mobility issues and the need for shortdistance shuttles between destinations; (2) applying universal design and ergonomics to ensure inclusivity for the elderly and people with disabilities; (3) designing a comfortable interior layout that allows for easy boarding and alighting, as well as providing adequate storage space; (4) developing an exterior design with a distinct Balinese character based on local identity; and (5) integrating the electric vehicle concept. The methods used include literature reviews, field surveys, and interviews with stakeholders (planners, management, drivers, and users). The findings highlight the need for improved universal accessibility, the provision of easy-to-understand travel information, ergonomic seat designs, and the use of electric vehicles with large battery capacities. The layout development begins by setting a capacity of 10–12 passengers, with all seats facing forward to allow passengers to enjoy the panoramic views. Furthermore, the entrance, circulation space, priority areas, and luggage compartments are designed based on human factors. The visual concept is inspired by Jalak Bali (Leucopsar rothschildi), adapting its dominant white color, blue accents, and dark elements on the wings and tail to present a modern shuttle that aligns with Bali's tourism identity.
