Abstract
Operasional stasiun moda transportasi massal menghasilkan limbah cair domestik dari aktivitas penumpang dan karyawan. Instalasi Pengolahan Air Limbah (IPAL) berperan penting dalam memastikan air limbah yang dihasilkan memenuhi baku mutu sesuai ketentuan yang berlaku yaitu Peraturan Menteri LH/BPLH RI No. 11 Tahun 2025. Namun demikian, IPAL yang ada mengalami penurunan kinerja, ditandai dengan seringnya nilai effluent tidak memenuhi baku mutu, sehingga perlu dilakukannya evaluasi terhadap IPAL. Evaluasi IPAL dilakukan menggunakan metode penelitian yang ditinjau dari tiga aspek utama, yaitu aspek teknis, aspek lingkungan, dan aspek finansial. Aspek teknis mencakup analisis kriteria desain IPAL, analisis operasional IPAL, analisis Standard Operating Procedure (SOP) IPAL, dan analisis rekomendasi teknis jangka pendek dan jangka panjang. Aspek lingkungan dengan analisis pengurangan beban pencemar oleh IPAL eksisting dan penyesuaian kualitas effluent terhadap baku mutu baru sesuai Peraturan Menteri LH/BPLH RI No. 11 Tahun 2025. Aspek finansial dengan analisis biaya pengelolaan IPAL menggunakan metode Life Cycle Cost Analysis (LCCA).Hasil penelitian menunjukkan bahwa evaluasi teknis IPAL memiliki permasalahan utama yang disebabkan karena belum optimalnya proses biologis pada unit pengolahan, debit aktual yang melebihi kapasitas desain, serta kegiatan operasional dan pemeliharaan yang belum maksimal. Rekomendasi teknis perbaikan IPAL jangka pendek difokuskan pada peningkatan kinerja proses biologis, pengendalian operasional dan pemeliharaan, serta penyempurnaan SOP untuk kondisi abnormal, sedangkan rekomendasi teknis jangka panjang difokuskan pada penambahan IPAL baru untuk M5-2 dan L1. Evaluasi lingkungan menunjukkan IPAL M5-2 memiliki kinerja lingkungan paling lemah karena terjadi peningkatan beban TSS sebesar 0,02 kg/hari dan amonia sebesar 1,14 kg/hari pada outlet dan beberapa nilai effluent yang melebihi baku mutu. Perlunya peningkatan kinerja pengolahan agar kualitas effluent lebih siap memenuhi ketentuan baku mutu baru dan penambahan pemantauan parameter fecal coliform. Evaluasi finansial menunjukkan hasil LCCA IPAL kapasitas 50 m³/hari memiliki total LCC sebesar Rp3.904.283.833,- dengan biaya satuan Rp14.262/m³, IPAL kapasitas 13 m³/hari sebesar Rp774.695.820 dengan biaya satuan Rp10.884/m³, dan IPAL kapasitas 5 m³/hari sebesar Rp331.026.869 dengan biaya satuan Rp12.092/m³. Berdasarkan hasil evaluasi terintegrasi, pengembangan IPAL diprioritaskan pada IPAL M5-2 karena memiliki kombinasi permasalahan teknis dan lingkungan paling kritis.

The operation of mass transit stations generates domestic wastewater from the activities of passengers and employees. Wastewater Treatment Plants (WWTPs) play an important role in ensuring that the generated wastewater meets the applicable quality standards, as stipulated in the Regulation of the Minister of Environment of the Republic of Indonesia No. 11 of 2025. However, the existing WWTPs have experienced a decline in performance, as indicated by frequent effluent concentrations that fail to meet the required quality standards. Therefore, an evaluation of the WWTPs is necessary.
The WWTP evaluation was conducted using a research methodology examined through three main aspects, namely technical, environmental, and financial aspects. The technical aspect includes the analysis of WWTP design criteria, WWTP operational analysis, analysis of the WWTP Standard Operating Procedure (SOP), and analysis of short-term and long-term technical recommendations. The environmental aspect includes the analysis of pollutant load reduction by the existing WWTP and the adjustment of effluent quality to the newly applicable quality standards. The financial aspect includes the analysis of WWTP management costs using the Life Cycle Cost Analysis (LCCA) method.
The results showed that the technical evaluation of the WWTP identified major problems caused by suboptimal biological processes in the treatment units, actual flow rates exceeding the design capacity, and inadequate operational and maintenance activities. Short-term technical recommendations for WWTP improvement are focused on improving biological process performance, strengthening operational and maintenance control, and improving SOPs for abnormal conditions. Meanwhile, long-term technical recommendations are focused on the addition of new WWTP units for M5-2 and L1. The environmental evaluation showed that WWTP M5-2 had the weakest environmental performance, as indicated by an increase in TSS load of 0.02 kg/day and ammonia load of 1.14 kg/day at the outlet, as well as several effluent values exceeding the quality standards. Therefore, treatment performance needs to be improved so that the effluent quality is better prepared to meet the new quality standard requirements, along with the addition of fecal coliform monitoring. The financial evaluation showed that the LCCA result for the WWTP with a capacity of 50 m³/day had a total LCC of Rp3,904,283,833 with a unit cost of Rp14,262/m³. The WWTP with a capacity of 13 m³/day had a total LCC of Rp774,695,820 with a unit cost of Rp10,884/m³, while the WWTP with a capacity of 5 m³/day had a total LCC of Rp331,026,869 with a unit cost of Rp12,092/m³. Based on the integrated evaluation results, WWTP development is prioritized for WWTP M5-2 because it has the most critical combination of technical and environmental problems.
