Abstract

Pharmaceutical salt is a refined salt product with a purity of more than 99% NaCl. It is widely used as a raw material for infusion solutions, tablet production, vaccine solvents, syrups, oral rehydration salts (ORS), dialysis fluids, and other pharmaceutical applications. According to Statistics Indonesia (BPS, 2024), the demand for salt in Indonesia continues to increase every year, while the majority of pharmaceutical-grade salt is still imported. Therefore, the
establishment of a domestic pharmaceutical salt production plant is expected to reduce import dependency and fulfill national needs. The raw material used in this study is salt produced by local salt farmers in Indramayu. The production method was selected using the Analytical Hierarchy Process (AHP), and the chosen process consists of chemical pre-treatment, nanofiltration, crystallization, and Mechanical Vapor Recompression (MVR). The plant will be built in Indramayu, West Java, close to the source of raw materials. The production process begins with chemical pretreatment using Na₂CO₃ and NaOH solutions to remove impurities, resulting in the formation of CaCO₃ and Mg(OH)₂ precipitates and a Na₂SO₄-rich brine solution. The precipitates of CaCO₃ and Mg(OH)₂ are then separated from the brine using a centrifuge. Subsequently, the remaining sulfate ions (SO₄²⁻) originating from Na₂SO₄ and CaSO₄ are separated through a nanofiltration membrane, so that the purified brine meets the quality requirements of the Indonesian Pharmacopoeia. The purified solution is then fed into a crystallizer equipped with a Mechanical Vapor Recompression (MVR) system to enhance the purity of the salt product. The salt plant is planned to operate for 15 years, generating an Internal
Rate of Return (IRR) of 12.01% and a positive Net Present Value (NPV) of IDR 11,034,152,631.08. The plant reaches its break-even point at 52.13% of its production capacity, with a payback period of 6.42 years.
