Abstract
Permasalahan pengelolaan sampah rumah tangga masih menjadi tantangan utama di wilayah perkotaan akibat tingginya timbulan sampah dan keterbatasan pengelolaan di tingkat sumber. Salah satu upaya yang dikembangkan untuk mengurangi beban sampah menuju Tempat Pembuangan Akhir (TPA) adalah penerapan konsep reduce, reuse, dan recycle (3R) berbasis masyarakat melalui bank sampah. Penelitian ini bertujuan untuk mengkaji sistem pengelolaan sampah eksisting, tingkat partisipasi masyarakat dalam pengelolaan sampah, serta potensi reduksi sampah melalui optimalisasi peran bank sampah dan partisipasi masyarakat di Kecamatan Mangu Harjo, Kota Madiun. Metode penelitian mengacu pada SNI 3964:2025 untuk pengukuran timbulan dan komposisi sampah. Pengumpulan data dilakukan melalui survei lapangan, kuesioner, dan wawancara terhadap nasabah bank sampah, non nasabah, serta pengelola bank sampah. Jumlah responden ditentukan menggunakan rumus Slovin. Tingkat partisipasi masyarakat dianalisis berdasarkan aspek pengetahuan, sikap, dan perilaku. Uji validitas dan reliabilitas dilakukan untuk memastikan kualitas instrumen penelitian. Hasil penelitian menunjukkan bahwa laju timbulan sampah rumah tangga sebesar 0,47 kg/orang.hari pada nasabah dan 0,64 kg/orang.hari pada non nasabah. Nasabah mampu mereduksi sampah melalui bank sampah sebesar 0,18 kg/orang.hari. Komposisi sampah didominasi oleh sampah organik, terutama sampah makanan dengan persentase lebih dari 50%. Sistem pengelolaan sampah eksisting masih didominasi oleh pengumpulan dan pengangkutan ke TPS/TPA. Tingkat partisipasi nasabah tergolong sangat baik dengan nilai pengetahuan, sikap, dan perilaku ≥88%, sedangkan non nasabah memiliki pengetahuan tinggi namun perilaku masih berada pada kategori cukup hingga baik (69–79%). Analisis potensi reduksi menunjukkan bahwa peningkatan partisipasi masyarakat dan optimalisasi bank sampah berpotensi meningkatkan pengurangan sampah secara signifikan. Berdasarkan perhitungan Mass Balance eksisting, timbulan akhir di TPA sebesar 32.262,49 kg/hari atau 89,16% dari total timbulan sampah. Berdasarkan pendekatan kemauan Masyarakat untuk melakukan komposting dan bergabung bank sampah potensi reduksi sebesar 4.058,43 kg/hari atau sebesar 11,22% dari total timbulan sampah, sehingga mampu menurunkan jumlah sampah yang dibuang ke TPA menjadi 82,68% dari total timbulan sampah. Sedangkan apabila menggunakan pendekatan Recovery Factor (RF) ideal, reduksi yang dapat dicapai melalui potensi recovery factor sebesar 12.063,88 kg/hari atau 23,34% dari total timbulan sampah kecamatan, sehingga mampu menurunkan jumlah sampah yang dibuang ke TPA menjadi 66,66% dari total timbulan sampah.

Household waste management remains a major challenge in urban areas due to increasing waste generation and limited waste reduction practices at the source. One approach developed to reduce the amount of waste disposed of at landfills is the implementation of community-based Reduce, Reuse, and Recycle (3R) programs, including waste banks. This study aimed to evaluate the existing waste management system, assess the level of community participation in waste management, and analyze the potential waste reduction that can be achieved through the optimization of waste bank performance and community participation in Mangu Harjo District, Madiun City. The methodology for waste generation and composition analysis referred to SNI 3964:2025. Data were collected through field surveys, questionnaires, and interviews involving waste bank customers, non-customers, and waste bank managers. The number of respondents was determined using the Slovin formula. Community participation was analyzed based on knowledge, attitude, and behavior aspects. Validity and reliability tests were conducted to ensure the quality of the research instruments. The results showed that the household waste generation rate was 0.47 kg/person/day for waste bank members and 0.64 kg/person/day for non-members. Waste bank members were able to reduce waste generation through waste bank activities by 0.18 kg/person/day. The waste composition was dominated by organic waste, particularly food waste, accounting for more than 50% of the total waste generated. The existing waste management system is still predominantly based on collection and transportation to temporary disposal sites (TPS) and final disposal sites (TPA). The participation level of waste bank members was classified as very good, with knowledge, attitude, and behavior scores of ≥88%, whereas non-members demonstrated high levels of knowledge but only moderate to good behavioral performance (69–79%).The potential reduction analysis indicated that increasing community participation and optimizing waste bank performance could significantly enhance waste reduction. Based on the existing Mass Balance calculation, the final waste disposed of at the landfill was 32,262.49 kg/day, equivalent to 89.16% of the total waste generation. Using the approach based on the community's willingness to practice composting and join waste banks, the potential waste reduction was estimated at 4.058,43 kg/day or 11,22% of the total waste generated, reducing the amount of waste sent to the landfill to 82.68% of total waste generation. Meanwhile, using the ideal Recovery Factor (RF) approach, the potential waste reduction could reach 12.063,88 kg/day or 23,34% of the district’s total waste generation, thereby reducing the proportion of waste disposed of at the landfill to 66,66% of the total waste generated.
