Abstract
Pantai Timur Surabaya atau Pamurbaya merupakan kawasan pesisir delta-estuari yang rentan terhadap kenaikan muka laut, penurunan tanah, perubahan garis pantai, dan intervensi pengembangan pesisir. Penelitian ini bertujuan menganalisis tingkat kerentanan fisik pesisir Pamurbaya melalui integrasi kenaikan muka laut relatif (relative sea-level rise, RSLR), perubahan garis pantai, dan parameter hidrodinamika ke dalam indeks kerentanan pesisir (Coastal Vulnerability Index, CVI) pada tiga skenario, yaitu kondisi eksisting, 100 tahun mendatang, dan reklamasi + 100 tahun mendatang. Metode yang digunakan meliputi analisis kenaikan muka laut (sea-level rise, SLR) berbasis data altimetri Absolute Dynamic Topography tahun 1996-2024, analisis penurunan tanah berbasis Interferometric Synthetic Aperture Radar tahun 2018-2024, perhitungan RSLR, analisis perubahan garis pantai multitemporal menggunakan Digital Shoreline Analysis System, pemodelan hidrodinamika menggunakan Delft3D, serta integrasi enam parameter fisik ke dalam CVI. Hasil penelitian menunjukkan bahwa laju SLR di wilayah studi berkisar antara 4,000-4,374 mm/tahun, sedangkan laju penurunan tanah median antarsegmen berkisar antara 3,97-33,09 mm/tahun. Integrasi keduanya menghasilkan nilai RSLR sebesar 8,35-37,25 mm/tahun, dengan nilai tertinggi pada Kejawan Putih Tambak. Analisis perubahan garis pantai menunjukkan bahwa sebagian besar segmen berada pada kondisi stabil hingga akresi. Akresi kuat terjadi di Sukolilo Baru sebesar 46,80 m/tahun dan Kalisari sebesar 18,83 m/tahun, sedangkan erosi utama terjadi di Kejawan Putih Tambak sebesar -1,90 m/tahun. Validasi model Delft3D menghasilkan RMSE sebesar 0,196 m untuk pasang surut, 0,19 m/s untuk arus, dan 0,10 m untuk tinggi gelombang signifikan. Hasil CVI menunjukkan bahwa Tambak Wedi dan Kedung Cowek berada pada kelas sangat tinggi pada kondisi eksisting. Pada skenario 100 tahun, kerentanan sangat tinggi meluas ke Keputih, Wonorejo, dan Medokan Ayu. Skenario reklamasi + 100 tahun menurunkan kerentanan pada beberapa segmen tengah, terutama Kejawan Putih Tambak dan Keputih, tetapi Tambak Wedi, Kedung Cowek, Wonorejo, dan Medokan Ayu tetap menjadi segmen prioritas adaptasi pesisir.

The East Coast of Surabaya, also known as Pamurbaya, is a delta-estuarine coastal area vulnerable to sea-level rise, land subsidence, shoreline change, and coastal development intervention. This study aimed to analyze the physical coastal vulnerability of Pamurbaya by integrating relative sea-level rise (RSLR), shoreline change, and hydrodynamic parameters into the Coastal Vulnerability Index (CVI) under three scenarios: the existing condition, the 100-year future condition, and the reclamation + 100-year future condition. The methods included sea-level rise (SLR) analysis based on Absolute Dynamic Topography altimetry data from 1996 to 2024, land subsidence analysis based on Interferometric Synthetic Aperture Radar data from 2018 to 2024, RSLR calculation, multitemporal shoreline change analysis using the Digital Shoreline Analysis System, hydrodynamic modeling using Delft3D, and the integration of six physical parameters into the CVI. The results showed that the SLR rate in the study area ranged from 4.000 to 4.374 mm/year, whereas the median land subsidence rate among segments ranged from 3.97 to 33.09 mm/year. The integration of both components produced RSLR values ranging from 8.35 to 37.25 mm/year, with the highest value occurring in Kejawan Putih Tambak. Shoreline change analysis indicates that most segments are relatively stable or accretional. Strong accretion occurs in Sukolilo Baru at 46.80 m/year and Kalisari at 18.83 m/year, while the main erosion occurs in Kejawan Putih Tambak at -1.90 m/year, respectively. Delft3D model validation produces RMSE values of 0.19 m for tides, 0.19 m/s for currents, and 0.10 m for significant wave height. The CVI results indicate that Tambak Wedi and Kedung Cowek are classified as very highly vulnerable under the existing conditions. Under the 100-year scenario, very high vulnerability expanded to Keputih, Wonorejo, and Medokan Ayu. The reclamation + 100-year scenario reduced vulnerability in several central segments, particularly Kejawan Putih Tambak and Keputih; however, Tambak Wedi, Kedung Cowek, Wonorejo, and Medokan Ayu remained priority segments for coastal adaptation.
