Abstract
Engineering consultancy projects require a comprehensive performance measurement system beyond traditional cost and schedule indicators, which are insufficient to capture the multidimensional nature of project performance. Therefore, this study develops a project performance measurement model using the Quantitative Model for Project Management System (QMPMS). The proposed model consists of five performance dimensions that consist of Cost, Schedule, Engineering & Deliverable Quality, Manpower, and Client Satisfaction & Service with a total of 19 Key Performance Indicators (KPIs). The identified dimensions and KPIs were validated through expert judgment involving three experts, while the Analytical Hierarchy Process (AHP) was used to determine their relative weights. The model was applied to three projects at PT. XYZ, where KPI values were normalized to a 0–1 scale and aggregated to calculate the Overall Project Performance Index (OPPI). The results show that Engineering & Deliverable Quality is the most influential dimension, followed by Cost, Schedule, Manpower, and Client Satisfaction & Service. Project C achieved the highest OPPI score (0.988), followed by Project B (0.941) and Project A (0.836). Although all projects were classified as high performance, Project A showed relatively lower performance, particularly in the Schedule and Client Satisfaction & Service dimensions. Overall, the proposed model provides a more comprehensive and objective approach for evaluating engineering consultancy project performance, enabling organizations to identify performance gaps and support continuous improvement.

Proyek konsultansi teknik memerlukan sistem pengukuran kinerja yang komprehensif di luar indikator tradisional biaya dan jadwal, yang belum mampu menggambarkan sifat multidimensi kinerja proyek. Oleh karena itu, penelitian ini mengembangkan model pengukuran kinerja proyek menggunakan Quantitative Model for Performance Management System (QMPMS). Model yang diusulkan terdiri atas lima dimensi kinerja, yaitu Cost, Schedule, Engineering & Deliverable Quality, Manpower, dan Client Satisfaction & Service, dengan total 19 Key Performance Indicators (KPI). Dimensi dan KPI yang diidentifikasi divalidasi melalui expert judgment yang melibatkan tiga orang ahli, sedangkan metode Analytical Hierarchy Process (AHP) digunakan untuk menentukan bobot relatif setiap dimensi dan KPI. Model kemudian diterapkan pada tiga proyek di PT. XYZ, dengan nilai KPI dinormalisasi ke dalam skala 0–1 dan diagregasikan untuk menghitung Overall Project Performance Index (OPPI). Hasil pembobotan menunjukkan bahwa dimensi Engineering & Deliverable Quality memiliki bobot tertinggi, diikuti oleh Cost, Schedule, Manpower, dan Client Satisfaction & Service. Hasil evaluasi menunjukkan bahwa Proyek C memperoleh nilai OPPI tertinggi sebesar 0,988, diikuti Proyek B sebesar 0,941 dan Proyek A sebesar 0,836. Meskipun seluruh proyek termasuk dalam kategori berkinerja tinggi, Proyek A menunjukkan kinerja yang relatif lebih rendah, terutama pada dimensi Schedule dan Client Satisfaction & Service. Secara keseluruhan, model yang diusulkan memberikan pendekatan yang lebih komprehensif dan objektif untuk mengevaluasi kinerja proyek konsultansi teknik, sehingga dapat membantu perusahaan mengidentifikasi kesenjangan kinerja dan mendukung perbaikan berkelanjutan.
