Abstract
Proyek overhaul Pembangkit Listrik Tenaga Uap (PLTU) merupakan pekerjaan berisiko tinggi karena melibatkan aktivitas kompleks, keterbatasan waktu, dan banyak pekerja kontraktor. Meskipun Contractor Safety Management System (CSMS) telah diterapkan secara full cycle di PLN NP UMRO sejak 2022, masih terdapat kesenjangan antara pemenuhan persyaratan administratif dan perilaku aktual pekerja di lapangan. Penelitian ini bertujuan menjelaskan kepatuhan pekerja kontraktor terhadap CSMS dengan mengintegrasikan Theory of Planned Behavior (TPB) dan hindrance demands, serta menentukan prioritas intervensi pada proyek overhaul PLTU. Penelitian menggunakan pendekatan eksplanatori-kuantitatif melalui survei terhadap 249 pekerja kontraktor. Data dianalisis menggunakan Partial Least Squares–Structural Equation Modeling (PLS-SEM) melalui model utama TPB–hindrance demands, model pembanding TPB tanpa hindrance demands, dan Importance–Performance Map Analysis (IPMA), serta didukung observasi lapangan dan data ketidaksesuaian K3. Hasil penelitian menunjukkan bahwa hindrance demands berpengaruh negatif dan signifikan terhadap attitude sebesar -0,379, subjective norm sebesar -0,348, dan perceived behavioral control sebesar -0,293. Selanjutnya, attitude, subjective norm, dan perceived behavioral control berpengaruh positif dan signifikan terhadap intention masing-masing sebesar 0,399, 0,189, dan 0,342, sedangkan intention berpengaruh positif dan signifikan terhadap behavior sebesar 0,509. Model TPB tanpa hindrance demands memiliki kinerja prediktif yang lebih baik, terutama pada konstruk intention, tetapi model utama tetap mampu menjelaskan bagaimana kondisi kerja melemahkan determinan TPB. Hasil IPMA menunjukkan bahwa physical demands menjadi prioritas utama intervensi dengan skor 4,086, diikuti shift work/long hours sebesar 2,806 dan time pressure sebesar 2,187. Dengan demikian, peningkatan kepatuhan CSMS perlu memprioritaskan pengendalian tuntutan fisik, pengelolaan shift dan tekanan waktu, serta penguatan determinan TPB agar prosedur keselamatan dijalankan secara konsisten.

Coal-fired power plant (CFPP) overhaul projects involve high occupational risks due to their complex activities, stringent time constraints, and the involvement of a large number of contractor workers. Although the Contractor Safety Management System (CSMS) has been implemented throughout its full cycle at PLN NP UMRO since 2022, a gap remains between administrative compliance and workers’ actual behavior in the field. This study aims to explain contractor workers’ compliance with CSMS by integrating the Theory of Planned Behavior (TPB) and hindrance demands, as well as to determine intervention priorities in CFPP overhaul projects. An explanatory quantitative approach was employed through a survey involving 249 contractor workers. The data were analyzed using Partial Least Squares–Structural Equation Modeling (PLS-SEM) through the main TPB–hindrance demands model, a comparative TPB model without hindrance demands, and Importance–Performance Map Analysis (IPMA), supported by field observations and occupational safety nonconformity data. The results indicate that hindrance demands have negative and significant effects on attitude, subjective norm, and perceived behavioral control, with path coefficients of -0.379, -0.348, and -0.293, respectively. Furthermore, attitude, subjective norm, and perceived behavioral control have positive and significant effects on intention, with path coefficients of 0.399, 0.189, and 0.342, respectively, while intention has a positive and significant effect on behavior, with a path coefficient of 0.509. The TPB model without hindrance demands demonstrates better predictive performance, particularly for the intention construct; however, the main model remains capable of explaining how working conditions weaken the TPB determinants. The IPMA results identify physical demands as the primary intervention priority, with a priority score of 4.086, followed by shift work/long hours at 2.806 and time pressure at 2.187. Therefore, improving CSMS compliance should prioritize the control of physical demands, the management of shift work and time pressure, and the strengthening of TPB determinants to ensure that safety procedures are consistently implemented.
