Abstract
Kelurahan Karang Pilang merupakan salah satu wilayah di Kota Surabaya yang memiliki kerentanan tinggi terhadap banjir luapan Sungai Brantas akibat kondisi topografi yang relatif rendah dan peningkatan kawasan terbangun. Rendahnya kesiapsiagaan masyarakat terhadap bencana banjir serta keterbatasan media edukasi yang interaktif mendorong perlunya pengembangan sistem simulasi berbasis teknologi geospasial. Teknologi LiDAR memiliki akurasi tinggi dalam representasi digital permukaan bumi, sehingga cocok digunakan untuk aplikasi model kota 3D dengan tingkat detail LoD 2. Data yang digunakan meliputi point cloud LiDAR untuk pengolahan DTM, DSM, dan NDSM, pada data ortofoto dilakukan digitasi bangunan untuk pembuatan model kota 3D, digitasi sungai untuk pengolahan banjir berbasis terrain, dan digitasi jalan untuk perencaaan evakuasi. Model 3D kota LoD2 dibangun secara semi-automatis sebanyak 2227 bangunan yang menghasilkan nilai RMSE validasi tinggi bangunan sebesar 0,531 meter, sehingga memenuhi standar OGC untuk LoD2 yakni ≤2 meter. Analisis genangan banjir dilakukan hanya dengan mempertimbangkan DTM untuk tiga skenario kenaikan muka air yakni 0,3 m; 0,5 m; dan 1,0 m. Validasi spasial genangan banjir menggunakan Confusion Matrix menghasilkan CSI sebesar 0,802, POD sebesar 0,939, dan FAR sebesar 0,154, yang menunjukkan analisis dalam kategori baik. Perencanaan rute evakuasi dilakukan menggunakan metode Closest Facility dalam dua tahap, menghasilkan rute dari bangunan terdampak menuju titik kumpul dan dari titik kumpul menuju titik shelter evakuasi. Seluruh hasil diintegrasikan ke dalam prototype aplikasi simulator berbasis Unity 3D yang dapat diakses melalui platform Windows, Android, serta WebGIS berbasis Leaflet. Uji hasil prtotoype kepada Kelurahan Karang Pilang dan BPBD Kota Surabaya menunjukkan perolehan skor rata-rata sebesar 4,37 dari 5,00 pada keseluruhan aspek. Hasil tersebut menunjukkan bahwa prototype yang dikembangkan diterima dengan baik dan dinilai layak digunakan sebagai media visualisasi dan edukasi banjir serta pendukung perencanaan evakuasi di wilayah studi.

Karang Pilang Village is one of the areas in Surabaya City that is highly vulnerable to flooding caused by the overflow of the Brantas River due to its relatively low topography and the increase of built-up areas. The low level of community preparedness for flood disasters and the limited availability of interactive educational media encourage the development of a geospatial technology-based simulation system. LiDAR technology provides high accuracy in representing the Earth's surface digitally, making it suitable for LoD2 3D city model applications. The data used include LiDAR point clouds for DTM, DSM, and NDSM generation, while orthophotos were used for building digitization in 3D city model development, river digitization for terrain-based flood analysis, and road digitization for evacuation planning. A total of 2,227 buildings were generated using a semi-automatic LoD2 3D city modeling approach, resulting in a building height validation RMSE of 0.531 m, which meets the OGC standard for LoD2 of ≤ 2 m. Flood inundation analysis was conducted by considering only the DTM under three water level rise scenarios, namely 0.3 m, 0.5 m, and 1.0 m. Spatial validation of the flood inundation using a Confusion Matrix produced a CSI value of 0.802, a POD value of 0.939, and a FAR value of 0.154, indicating that the analysis is in the good category. Evacuation route planning was carried out using the Closest Facility method in two stages, resulting in routes from affected buildings to assembly points and from assembly points to evacuation shelters. All results were integrated into a Unity 3D-based simulation prototype application accessible through Windows, Android, and a Leaflet-based WebGIS platform. Prototype testing conducted with the Karang Pilang Village Office and the Surabaya City Regional Disaster Management Agency (BPBD) obtained an average score of 4.37 out of 5.00 across all aspects. These results indicate that the developed prototype was well accepted and considered suitable as a flood visualization and education tool, as well as a supporting medium for evacuation planning within the study area.
