Abstract

Perubahan iklim mendorong industri otomotif untuk mengembangkan kendaraan rendah emisi melalui penerapan teknologi dan sistem manufaktur yang lebih berkelanjutan. Salah satu upaya tersebut diwujudkan melalui Project 1*5D, yaitu proyek perakitan kendaraan rendah emisi dengan skema Semi Knocked Down (SKD) dan target Tingkat Komponen Dalam Negeri (TKDN) sebesar 40%. Dalam implementasinya, pemilihan lokasi assembly line dan final test menjadi permasalahan pengambilan keputusan multikriteria yang harus mempertimbangkan berbagai aspek teknis dan operasional secara bersamaan. Penelitian ini bertujuan menentukan alternatif lokasi assembly line dan final test terbaik pada Project 1*5D menggunakan pendekatan Multi-Criteria Decision Making (MCDM) melalui integrasi metode Analytical Hierarchy Process (AHP) dan Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). Metode AHP digunakan untuk menentukan bobot kepentingan setiap kriteria berdasarkan penilaian para ahli, sedangkan metode PROMETHEE digunakan untuk mengevaluasi dan memeringkat alternatif berdasarkan bobot tersebut. Kriteria yang digunakan meliputi Driving Range, Vehicle Quality, MP Management, Cost, Equipment/Layout Modification, Part Handling, dan Space Availability. Data penelitian diperoleh melalui studi literatur, observasi lapangan, dan penyebaran kuesioner kepada responden ahli. Analisis dilakukan melalui pembobotan AHP, pemeringkatan menggunakan PROMETHEE II, serta analisis sensitivitas untuk menguji kestabilan hasil. Hasil penelitian menunjukkan bahwa Vehicle Quality merupakan kriteria dengan bobot tertinggi sebesar 0,278, diikuti oleh MP Management sebesar 0,205 dan Cost sebesar 0,176. Berdasarkan hasil analisis PROMETHEE II, Option 2B (Pilot Line Log#2) memperoleh nilai net flow tertinggi sebesar 0,318, sehingga dipilih sebagai alternatif terbaik. Hasil analisis sensitivitas menunjukkan bahwa perubahan bobot kriteria Vehicle Quality hingga ±15% tidak mengubah urutan peringkat alternatif, yang mengindikasikan bahwa model pengambilan keputusan yang diusulkan memiliki tingkat kestabilan yang baik. Model yang dihasilkan dapat digunakan sebagai dasar pengambilan keputusan dalam pemilihan lokasi proyek manufaktur otomotif yang melibatkan berbagai kriteria secara sistematis dan objektif.

Climate change has encouraged the automotive industry to develop low-emission vehicles through the implementation of advanced technologies and sustainable manufacturing systems. One of these initiatives is Project 1*5D, a low-emission vehicle assembly project based on the Semi Knocked Down (SKD) scheme with a targeted Local Content Requirement (Tingkat Komponen Dalam Negeri – TKDN) of 40%. In this project, selecting the most appropriate assembly line and final test locations represents a multi-criteria decision-making problem that requires simultaneous consideration of various technical and operational aspects. This study aims to determine the optimal assembly line and final test location for Project 1*5D using a Multi-Criteria Decision Making (MCDM) approach through the integration of the Analytical Hierarchy Process (AHP) and the Preference Ranking Organization Method for Enrichment Evaluation (PROMETHEE). AHP was employed to determine the relative importance of each criterion based on expert judgments, while PROMETHEE was applied to evaluate and rank the available alternatives. The evaluation criteria consisted of Driving Range, Vehicle Quality, MP Management, Cost, Equipment/Layout Modification, Part Handling, and Space Availability. Data were collected through literature review, field observations, and expert questionnaires. The analysis included AHP weighting, PROMETHEE II ranking, and sensitivity analysis to evaluate the robustness of the decision model. The results indicate that Vehicle Quality is the most influential criterion with a weight of 0.278, followed by MP Management (0.205) and Cost (0.176). Based on the PROMETHEE II analysis, Option 2B (Pilot Line Log#2) achieved the highest net flow value (0.318) and was therefore selected as the best alternative. Furthermore, the sensitivity analysis demonstrated that changes of up to ±15% in the weight of the Vehicle Quality criterion did not affect the ranking order, indicating that the proposed decision model is robust and stable. The proposed model can serve as a decision-support tool for selecting manufacturing project locations involving multiple evaluation criteria in a systematic and objective manner.
