Abstract

Sektor hulu minyak dan gas bumi (migas) menghadapi tuntutan pengurangan emisi Gas Rumah Kaca (GRK) seiring implementasi kebijakan dekarbonisasi dan peningkatan keberlanjutan industri. Penelitian ini bertujuan menentukan prioritas strategi dan aksi dekarbonisasi pada PT Pertamina EP Asset 4 Sukowati Field melalui adaptasi instrumen CLIMACT Prio agar sesuai dengan karakteristik industri hulu migas. Kebaruan penelitian terletak pada integrasi Carbon Tax Avoidance Index (CTAI) dan Inovasi PROPER ke dalam instrumen CLIMACT Prio untuk mengakomodasi aspek ekonomi dan tata kelola dalam pengambilan keputusan. Penelitian menggunakan pendekatan Multi-Criteria Decision Analysis (MCDA) dengan melibatkan tujuh pakar dari praktisi migas, konsultan lingkungan, dan akademisi. Tahapan penelitian meliputi inventarisasi emisi GRK, identifikasi alternatif aksi dekarbonisasi, Feasibility Assessment, adaptasi instrumen CLIMACT Prio, pembobotan kriteria menggunakan expert judgment, serta prioritas alternatif menggunakan model penjumlahan linear (Linear Additive Model). Hasil penelitian menunjukkan bahwa total emisi GRK baseline PT Pertamina EP Sukowati Field sebesar 87.564,81 tCO₂e/tahun. Sebanyak 19 alternatif aksi dekarbonisasi berhasil diidentifikasi dan melalui Feasibility Assessment dipilih empat aksi prioritas, yaitu Optimasi Bahan Bakar pada Prime Mover (0,85), Retrofit LED (0,64), Pemasangan Variable Speed Drive (0,57), dan PLTS Atap Kantor dan Housing (0,48). Implementasi keempat aksi tersebut berpotensi menurunkan emisi sebesar 2.064,87 tCO₂eq/tahun atau sekitar 2,36% dari baseline emisi. Instrumen hasil adaptasi dapat digunakan sebagai dasar dalam penentuan prioritas strategi dan aksi dekarbonisasi serta penyusunan roadmap dekarbonisasi pada sektor hulu migas.

The upstream oil and gas industry faces increasing pressure to reduce greenhouse gas (GHG) emissions in line with decarbonization policies and industrial sustainability goals. This study aims to determine the priority of decarbonization strategies and actions at PT Pertamina EP Asset 4 Sukowati Field through the adaptation of the CLIMACT Prio instrument to better reflect the characteristics of the upstream oil and gas sector. The novelty of this study lies in the integration of the Carbon Tax Avoidance Index (CTAI) and PROPER Innovation into the CLIMACT Prio instrument to incorporate economic and governance aspects into the decision-making process. This study employed a Multi-Criteria Decision Analysis (MCDA) approach involving seven experts from the upstream oil and gas industry, environmental consultants, and academia. The research stages included GHG inventory, identification of decarbonization alternatives, Feasibility Assessment, adaptation of the CLIMACT Prio instrument, criteria weighting using expert judgment, and alternative prioritization using the Linear Additive Model (LAM). The results showed that the baseline GHG emissions of PT Pertamina EP Asset 4 Sukowati Field were 87,564.81 tCO₂e/year. Nineteen decarbonization alternatives were identified, and four priority actions were selected: Prime Mover Fuel Optimization (0.85), LED Retrofit (0.64), Variable Speed Drive Installation (0.57), and Rooftop Solar PV for Office and Housing Facilities (0.48). These actions have the potential to reduce emissions by 2,064.87 tCO₂e/year (2.36% of the baseline). The adapted instrument provides a practical basis for prioritizing decarbonization strategies and developing decarbonization roadmaps in the upstream oil and gas sector.
