Abstract
PT Pertamina EP Field Sukowati merupakan perusahaan ekplorasi dan produksi minyak dan gas bumi untuk kebutuhan energi nasional yang berlokasi di Bojonegoro Jawa Timur. Secara normal sistem kelistrikan didistribusikan secara radial dengan 2 Gas Turbine Generator (GTG), 2 Gas Engine Generator (GEG), dan 2 Centaur Turbine Generator (CTG) untuk menjaga kontinuitas operasi. Berdasarkan kejadian di lapangan, kinerja proteksi yang diterapkan masih belum dapat dikatakan andal. Gangguan short circuit line to line pada transformator TR-02-A mengakibatkan sistem blackout. Permasalahan tersebut menunjukkan bahwa koordinasi relai arus lebih gangguan fasa belum bekerja secara selektif. Permasalahan yang terjadi juga berdampak pada resiko teradinya arc flash atau fenomena pelepasan energi akibat busur api listrik yang mengalir melalui udara. Sebagai perusahaan minyak dan gas, analisis arc flash perlu dilakukan guna menentukan Personal Protective Equipment (PPE) sebagai langkah menjaga keamanan pekerja dari potensi bahaya energi arch flash. Oleh karena itu, pada tugas akhir ini dilakukan evaluasi koordinasi proteksi dan analisis arc flash sesuai dengan standar IEEE 1584-2018. Metode penelitian meliputi evaluasi setting proteksi existing, perhitungan re-setting proteksi, pehitungan arc flash, dan penentuan PPE sesuai standar NFPA 70E-2024. Hasil evaluasi menunjukkan koordinasi proteksi existing terdapat miskoordinasi relai arus lebih (50/51) yang menyebabkan Fault Clearing Time (FCT) lebih lama, sehingga beresiko meningkatkan nilai Incident Energy dan Arc Flash Boundary. Re-setting relai berhasil menghasilkan koordinasi proteksi yang lebih selektif, sensitif dan koordinatif sehingga menurunkan FCT, Incident Energy, dan Arc Flash Boundary. Hasil simulasi Power System Analysis Software menunjukkan kesesuaian dengan perhitungan manual berdasarkan standar IEEE 1584-2018.

PT Pertamina EP Field Sukowati is an oil and gas exploration and production company supporting national energy needs, located in Bojonegoro, East Java. Under normal conditions, the electrical system is distributed radially using two Gas Turbine Generators (GTG), two Gas Engine Generators (GEG), and two Centaur Turbine Generators (CTG) to ensure operational continuity. Field incidents indicate that the implemented protection performance lacks reliability, specifically a line-to-line short-circuit fault on transformer TR-02-A resulted in a system blackout. This issue demonstrates that the phase fault overcurrent relay coordination was not operating selectively. The situation also raised the risk of arc flash an energy release phenomenon caused by an electric arc flowing through the air. As an oil and gas company, it is essential to conduct an arc flash analysis to determine the appropriate Personal Protective Equipment (PPE) for safeguarding workers against potential arc flash hazards. Therefore, this final project evaluates protection coordination and performs an arc flash analysis in accordance with the IEEE 1584-2018 standard. The research methodology encompasses evaluating existing protection settings, calculating revised protection settings, performing arc flash calculations, and determining PPE requirements based on the NFPA 70E-2024 standard. The evaluation revealed that the existing protection scheme suffered from overcurrent relay (50/51) miscoordination, leading to a prolonged Fault Clearing Time (FCT) and consequently higher Incident Energy and Arc Flash Boundary values. Relay re-setting successfully achieved more selective, sensitive, and coordinated protection, thereby reducing FCT, Incident Energy, and the Arc Flash Boundary. Power system analysis software results demonstrated consistency with manual calculations based on the IEEE 1584-2018 standard.
