Abstract

Kebutuhan akan sistem komunikasi khusus yang andal menjadi semakin penting untuk mendukung koordinasi antar instansi maupun internal perusahaan. Untuk menjawab kebutuhan tersebut, penelitian ini merancang jaringan radio trunking berbasis Digital Mobile Radio (DMR) Tier III pada pita frekuensi 380-400 MHz dengan mempertimbangkan aspek cakupan wilayah, kapasitas jaringan, dan kualitas layanan komunikasi. Proses perancangan dilakukan melalui analisis link budget dengan memperhitungkan Maximum Allowable Path Loss (MAPL), penerapan model propagasi Okumura-Hatta, serta metode Erlang B untuk menentukan kebutuhan kapasitas kanal. Data yang digunakan mencakup data wilayah Kota Mataram, data clutter, Digital Terrain Model (DTM), dan berbagai parameter teknis lainnya. Hasil perencanaan menunjukkan bahwa konfigurasi awal dengan tiga site mampu memberikan cakupan wilayah sebesar 85,43%. Namun, nilai tersebut belum memenuhi target yang ditetapkan sehingga dilakukan optimasi dengan menambah satu site dan alhasil memperoleh cakupan wilayah sebesar 94,06%. Hasil dari perhitungan kapasitas menunjukkan bahwa jaringan memerlukan 12 kanal trafik DMR untuk memenuhi target Grade of Service (GoS) sebesar 1%. Berdasarkan hasil tersebut, dirancang arsitektur jaringan yang terdiri dari empat site yang terhubung ke Mobile Switching Centre (MSC), Dispatcher Centre, Network Management System (NMS), dan gateaway. Hasil evaluasi Received Power, SINR, dan BER menunjukkan bahwa jaringan yang dirancang memenuhi kebutuhan komunikasi khusus di Kota Mataram dengan kualitas layanan yang baik.

The need for a reliable specialized communication system is becoming increasingly important to support coordination between agencies and within companies. To address this need, this study designs a trunking radio network based on Digital Mobile Radio (DMR) Tier II in the 380–400 MHz frequency band, taking into account coverage area, network capacity, and the quality of communication services. The design process was carried out through link budget analysis taking into account the Maximum Allowable Path Loss (MAPL), the application of the Okumura-Hatta propagation model, and the Erlang B method to determine channel capacity requirements. The data used included geographical data for the city of Mataram, clutter data, a Digital Terrain Model (DTM), and various other technical parameters. The planning results show that the initial configuration with three sites is capable of providing 85.43% coverage. However, this value does not yet meet the established target, so optimization was performed by adding one site, resulting in 94.06% coverage. The results of the capacity calculations show that the network requires 12 DMR traffic channels to meet the 1% Grade of Service (GoS) target. Based on these results, a network architecture was designed consisting of four sitesconnected to a Mobile Switching Center (MSC), a Dispatcher Center, a Network Management System (NMS), and a gateway. The results of the evaluation of Received Power, SINR, and BER indicate that the designed network meets the specific communication needs of Mataram City with good service quality.
