Abstract

Perumda Air Minum Tirta Lestari Kabupaten Tuban masih menghadapi permasalahan kehilangan air pada sistem distribusi yang berdampak terhadap efisiensi operasional dan kualitas pelayanan. Penelitian ini bertujuan untuk menganalisis kondisi kehilangan air berdasarkan metode Water Balance, Infrastructure Leakage Index (ILI), dan simulasi hidraulik menggunakan EPANET, mengevaluasi dampak kehilangan air terhadap kerugian ekonomi dan aspek kelembagaan, serta menyusun strategi pengendalian kehilangan air disertai estimasi kebutuhan biaya investasi program perbaikan jaringan.
Penelitian ini menggunakan pendekatan mixed methods dengan analisis kuantitatif dan kualitatif. Analisis kuantitatif dilakukan menggunakan metode Water Balance berbantuan WB-EasyCalc, perhitungan Infrastructure Leakage Index (ILI), simulasi hidraulik jaringan distribusi menggunakan EPANET 2.2, serta estimasi kebutuhan biaya investasi program perbaikan jaringan. Analisis kualitatif dilakukan melalui observasi lapangan, wawancara dengan pihak Perumda Air Minum Tirta Lestari Kabupaten Tuban, serta evaluasi aspek kelembagaan untuk mengidentifikasi faktor-faktor yang memengaruhi kehilangan air dan menentukan strategi pengendaliannya.
Hasil penelitian menunjukkan kehilangan air fisik sebesar 231,8 m³/hari atau 40% dari volume input sistem sebesar 573 m³/hari, dengan nilai ILI sebesar 15,35 yang menunjukkan pengendalian kehilangan air belum optimal. Simulasi EPANET menunjukkan beberapa ruas jaringan memiliki tekanan di bawah 10 m dan kecepatan aliran kurang dari 0,3 m/detik. Kerugian ekonomi akibat kehilangan air mencapai Rp205.386.648,00/tahun, sedangkan estimasi kebutuhan investasi sebesar Rp188.422.500,00 untuk program penambahan pompa dan Rp712.897.500,00 untuk program penggantian pipa. Strategi yang direkomendasikan meliputi penerapan DMA, Step Test, pressure management, Active Leakage Control, rehabilitasi pipa, peningkatan akurasi meter pelanggan, dan penguatan sistem monitoring.

Perumda Air Minum Tirta Lestari of Tuban Regency continues to face water loss problems in its distribution system, affecting operational efficiency and service quality. This study aims to analyze water loss conditions using the Water Balance method, the Infrastructure Leakage Index (ILI), and hydraulic simulation with EPANET, evaluate the impacts of water loss on economic losses and institutional aspects, and formulate appropriate water loss control strategies accompanied by an estimated investment cost for distribution network improvement programs.
This study employed a mixed-methods approach combining quantitative and qualitative analyses. The quantitative analysis included the Water Balance method using WB-EasyCalc, Infrastructure Leakage Index (ILI) calculation, hydraulic simulation of the distribution network using EPANET 2.2, and estimation of investment costs for network improvement programs. The qualitative analysis was conducted through field observations, interviews with Perumda Air Minum Tirta Lestari of Tuban Regency, and institutional evaluation to identify the factors contributing to water loss and to formulate appropriate control strategies.
The results showed that physical water losses reached 231.8 m³/day, representing 40% of the total system input volume of 573 m³/day, with an ILI value of 15.35, indicating that water loss control has not yet reached an optimal level. The EPANET simulation revealed that several pipeline sections experienced pressures below 10 m and flow velocities lower than 0.3 m/s. The estimated annual economic loss due to water loss amounted to IDR 205,386,648, while the estimated investment costs were IDR 188,422,500 for the booster pump installation program and IDR 712,897,500 for the pipeline replacement program. The recommended strategies include the implementation of District Metered Areas (DMA), Step Testing, Pressure Management, Active Leakage Control, pipeline rehabilitation, improvement of customer meter accuracy, and strengthening of the distribution system monitoring.
