Abstract

Keandalan sistem kelistrikan sangat penting untuk mengoperasikan pabrik berskala besar seperti PT Pupuk Iskandar Muda. Masuknya suplai PLN 20 kV melalui trafo 30 MVA untuk mendukung ekspansi PT Pupuk Iskandar Muda (PIM) pada 2026, mengubah karakteristik arus gangguan sistem secara signifikan. Sehingga diperlukan pengaturan ulang (re-setting) koordinasi proteksi untuk memastikan selektivitas kelistrikan serta memitigasi dampak risiko busur api bagi keselamatan pekerja. Dilakukan re-setting overcurrent relay (OCR) pada sistem kelistrikan Pabrik 1, Pabrik 2, dan NPK melalui simulasi ETAP 21.0.1. Evaluasi risiko arc flash serta klasifikasi kategori Personal Protective Equipment (PPE) dilakukan menggunakan metode Kurva Batas Energi, dengan merujuk pada standar IEEE 1584-2002 untuk perhitungan energi dan NFPA 70E 2018 untuk pedoman kategori PPE. Hasil analisis menunjukkan adanya miskoordinasi pada sistem eksisting. Setelah re-setting, sistem proteksi dengan Coordination Time Interval (CTI) sebesar 0,2–0,4 detik, Hal ini berdampak pada peningkatan energi insiden arc flash di beberapa bus kritis yang terdapat miskoordinasi. Untuk evaluasi klasifikasi PPE, metode Kurva Batas Energi terbukti lebih cepat dalam mengklasifikasikan kategori PPE dengan hasil yang setara dengan standar IEEE 1584-2002.

The reliability of the electrical system is crucial for operating large-scale plants such as PT Pupuk Iskandar Muda. The integration of a 20 kV PLN power supply via a 30 MVA transformer to support the expansion of PT Pupuk Iskandar Muda (PIM) in 2026 has significantly altered the system's fault current characteristics. Consequently, re-setting the protection coordination is required to ensure electrical selectivity and mitigate the impact of arc flash risks on worker safety. The re-setting of overcurrent relays (OCR) within the electrical systems of Plant 1, Plant 2, and NPK was conducted using ETAP 21.0.1 simulations. Arc flash risk evaluation and Personal Protective Equipment (PPE) category classification were performed using the Energy Boundary Curve method, referring to the IEEE 1584-2002 standard for incident energy calculations and the NFPA 70E 2018 guidelines for PPE categories. The analysis results revealed miscoordination within the existing system. After the re-setting process, the protection system successfully achieved a Coordination Time Interval (CTI) of 0.2–0.4 seconds. However, this adjustment resulted in an increase in arc flash incident energy at several critical buses that previously experienced miscoordination. Regarding the PPE classification evaluation, the Energy Boundary Curve method proved to be faster in classifying PPE categories, yielding results equivalent to the standard IEEE 1584-2002 calculations.
