Abstract

Penelitian ini bertujuan untuk menyusun urutan prioritas pemeliharaan terhadap penyulang yang ada di PLN UP3 Palu. Kegiatan pemeliharaan sangat diperlukan untuk meningkatkan keandalan dalam menyalurkan energi listrik. Meskipun sudah dilakukan pemeliharaan, jumlah gangguan penyulang masih tergolong tinggi dari tahun 2023-2025 yang mengakibatkan Energy Not Served sebesar 348,01 MWh. Dalam kasus ini, penentuan prioritas merupakan permasalahan pengambilan keputusan multi kriteria dan melibatkan tujuan yang saling konfliktual. Penyulang yang dipilih harus mempertimbangkan kinerja keandalan, penjualan serta keuangan sehingga dibutuhkan pendekatan yang lebih sistematis dalam menentukan prioritas. Berdasarkan studi literatur, kombinasi metode Analytic Network Process (ANP) dan Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) dinilai efektif untuk menyelesaikan permasalahan. Metode ANP digunakan untuk menentukan bobot kriteria sedangkan TOPSIS digunakan untuk perangkingan penyulang. Data yang digunakan dalam penelitian ini bersumber dari aplikasi korporat PLN, laporan kinerja PLN UP3 Palu, serta penilaian ahli yang memiliki pengalaman relevan di bidang distribusi tenaga listrik. Berdasarkan perhitungan menggunakan metode ANP, tiga kriteria yang paling berpengaruh terhadap penentuan prioritas adalah frekuensi padam, durasi padam serta jumlah pelanggan. Perangkingan menggunakan metode TOPSIS menempatkan penyulang Seruni sebagai peringkat pertama. Diikuti oleh Bandara Palu, Bungku, Camar, EXP Tentena sampai Bengkoang dengan peringkat terakhir. Analisa sensitivitas dilakukan untuk menguji apakah model layak diimplementasikan dengan menambah dan mengurangi bobot sebesar 10, 20 dan 30%. Hasilnya menunjukkan bahwa model termasuk robust karena tidak banyak merubah urutan penyulang yang paling diprioritaskan untuk dipelihara.

This study aims to determine the maintenance priority ranking of feeders at PLN UP3 Palu. Maintenance activities are essential to improve the reliability of electricity distribution. Although maintenance has been carried out, the number of feeder disturbances remained relatively high during the 2023–2025 period, resulting in Energy Not Served of 348.01 MWh. Determining maintenance priorities is considered a multi-criteria decision-making problem because it involves several conflicting objectives. The selection of feeders must consider reliability performance, electricity sales, and financial aspects; therefore, a more systematic approach is required in determining maintenance priorities. Based on the literature review, the integration of the Analytic Network Process (ANP) and the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS) is considered suitable for addressing this problem. The ANP method is used to determine the criteria weights, while TOPSIS was applied to rank the feeders based on their relative closeness to the ideal solution. The data used in this study were obtained from PLN’s corporate applications, the performance reports of PLN UP3 Palu and expert assessments. Based on the ANP calculation, the three most influential criteria in determining maintenance priorities are interruption frequency, interruption duration, and the number of customers. The TOPSIS ranking results placed feeder Seruni as the first priority, followed by Bandara Palu, Bungku, Camar, EXP Tentena, and Bengkoang as the lowest-ranked feeder. Sensitivity analysis was conducted to examine the feasibility of model implementation by increasing and decreasing the criteria weights by 10%, 20%, and 30%. The results indicate that the model is robust, as it does not significantly change the feeders that are most prioritized for maintenance.
