Abstract

Penerapan Renewable Energy Certificate (REC) menjadi salah satu instrumen strategis dalam mendukung transisi energi bersih dan pemenuhan target bauran energi nasional. Namun, tingkat pemanfaatan REC oleh konsumen industri masih beragam dan dipengaruhi oleh berbagai faktor kontekstual. Penelitian ini bertujuan untuk menganalisis faktor pendorong dan penghambat penerapan REC pada konsumen Perusahaan Listrik Negara (PLN) kategori industri di wilayah Unit Layanan Konsumen (ULP) Pandaan. Pendekatan penelitian yang digunakan adalah mixed-method. Penelitian ini menggunakan exploratory sequential design, dimana fase kualitatif (wawancara semi-terstruktur) dilakukan terlebih dahulu untuk mengidentifikasi dan mengeksplorasi faktor-faktor pendorong dan penghambat pembelian REC. Hasil eksplorasi ini kemudian menjadi input penting bagi fase kuantitatif (Fuzzy AHP) yang berfungsi untuk mengukur, memprioritaskan, dan menentukan bobot relatif. Hasil penelitian berhasil mengidentifikasi 6 faktor utama yang memengaruhi keputusan pembelian REC, terdiri dari faktor pendorong dan faktor penghambat. Melalui analisis Fuzzy AHP, faktor pendorong dengan prioritas tertinggi adalah kepatuhan terhadap regulasi dan standar keberlanjutan, sedangkan prioritas faktor penghambat adalah rendahnya pemahaman konsumen terhadap konsep REC. Berdasarkan prioritas tersebut, analisis SWOT menghasilkan strategi yang berfokus pada peningkatan pemahaman dikalangan pelanggan industri, penguatan komunikasi manfaat REC, serta kerja sama dengan regulator dan pelaku industri. Validasi pakar menunjukkan bahwa strategi yang diusulkan dinilai layak untuk diterapkan sebagai upaya meningkatkan adopsi REC di wilayah PLN ULP Pandaan. Penelitian ini memberikan kontribusi bagi PLN dalam merumuskan strategi peningkatan literasi dan sosialisasi REC, serta bagi pemerintah daerah dalam menyusun kebijakan yang lebih mendukung adopsi energi terbarukan di sektor industri. Dengan demikian, hasil studi ini diharapkan dapat menjadi rujukan bagi penguatan ekosistem REC sebagai instrumen akselerasi transisi energi di Indonesia.

The implementation of Renewable Energy Certificates (RECs) is one of the strategic instruments for supporting the transition to clean energy and achieving national energy mix targets. However, the level of REC adoption among industrial customers varies and is influenced by multiple contextual factors. This study aims to analyze the driving and inhibiting factors affecting REC implementation among industrial customers of the State Electricity Company (PLN) within the Pandaan Customer Service Unit (ULP) service area. A mixed-method approach with an exploratory sequential design was employed, in which the qualitative phase, consisting of semi-structured interviews, was conducted first to identify and explore the factors influencing REC purchasing decisions. The findings from the qualitative phase were subsequently used as the basis for the quantitative phase using the Fuzzy Analytic Hierarchy Process (Fuzzy AHP), which was applied to evaluate, prioritize, and assign relative weights to the identified factors. The results identified six key factors influencing REC purchasing decisions, comprising both driving and inhibiting factors. The Fuzzy AHP analysis revealed that compliance with regulations and sustainability standards was the highest-priority driving factor, while limited consumer understanding of the REC concept was the most significant inhibiting factor. Based on these findings, the SWOT analysis generated strategic recommendations focusing on improving industrial customers' understanding of RECs, strengthening communication regarding the benefits of RECs, and enhancing collaboration with regulators and industry stakeholders. Expert validation indicated that the proposed strategies are feasible for implementation to increase REC adoption in the PLN ULP Pandaan service area. This research contributes to PLN by providing strategic recommendations for improving REC literacy and outreach, while also offering insights for local governments in developing policies that better support renewable energy adoption in the industrial sector. Therefore, the findings of this study are expected to serve as a reference for strengthening the REC ecosystem as an instrument to accelerate Indonesia's energy transition.
