Abstract

Komoditas jagung memiliki peran strategis bagi perekonomian nasional, khususnya sebagai sumber pendapatan utama bagi sebagian besar petani di wilayah pedesaan. Namun, pendapatan petani jagung di Indonesia masih tergolong rendah karena penjualan masih bergantung pada hasil biji jagung sebagai produk utama, sementara limbah jagung seperti batang, daun, dan tongkol belum dimanfaatkan secara optimal sebagai sumber nilai tambah. Salah satu alternatif pemanfaatan limbah jagung yang berpotensi meningkatkan pendapatan petani adalah pengolahannya menjadi silase sebagai pakan ternak. Penelitian ini bertujuan menganalisis pengaruh pemanfaatan limbah jagung menjadi silase terhadap pendapatan petani menggunakan pendekatan sistem dinamik. Model dikembangkan melalui penyusunan Causal Loop Diagram (CLD) dan Stock and Flow Diagram (SFD) yang terdiri atas lima submodel, yaitu Population, Maize Production, Farmer Income, Maize Waste Utilization, dan Silage Production. Data yang digunakan merupakan data sekunder periode 2010–2025 yang diperoleh dari Badan Pusat Statistik, publikasi ilmiah, serta laporan instansi terkait. Model yang telah divalidasi kemudian digunakan untuk mensimulasikan empat skenario, yaitu Do Nothing, Waste Sales, Silage Production, dan Integrated Maize Waste Utilization. Hasil simulasi menunjukkan bahwa pemanfaatan limbah jagung mampu meningkatkan pendapatan petani dibandingkan kondisi eksisting. Pada tahun 2045, skenario Waste Sales menghasilkan pendapatan bersih petani sebesar Rp85.793.200/ha, sedangkan skenario Silage Production dan Integrated Maize Waste Utilization masing-masing menghasilkan Rp184.259.000/ha dan Rp184.368.000/ha. Dibandingkan skenario Do Nothing, kedua skenario berbasis silase mampu meningkatkan pendapatan petani lebih dari 140%. Skenario Integrated Maize Waste Utilization menjadi skenario paling optimal karena mampu menghasilkan pendapatan bersih tertinggi melalui kombinasi produksi silase dari limbah yang dapat dimanfaatkan dan penjualan limbah yang tidak dapat diolah. Hasil penelitian ini menunjukkan bahwa pemanfaatan limbah jagung secara terintegrasi berpotensi mendukung peningkatan kesejahteraan petani serta mendorong penerapan ekonomi sirkular di sektor pertanian.

Maize is a strategic agricultural commodity in Indonesia and serves as a primary source of income for many rural farmers. However, maize farmers' income remains relatively low because earnings largely depend on the sale of maize kernels, while maize residues such as stalks, leaves, and cobs are often underutilized despite their potential economic value. One promising alternative is the conversion of maize residues into silage for livestock feed production. This study aims to analyze the impact of maize residue utilization on farmer income using a system dynamics approach. The model was developed through a Causal Loop Diagram (CLD) and a Stock and Flow Diagram (SFD), consisting of five submodels: Population, Maize Production, Farmer Income, Maize Waste Utilization, and Silage Production. Secondary data from 2010–2025 were collected from Statistics Indonesia (BPS), scientific publications, and relevant institutional reports. After validation, the model was used to simulate four scenarios: Do Nothing, Waste Sales, Silage Production, and Integrated Maize Waste Utilization. The simulation results indicate that utilizing maize residues can significantly improve farmer income compared to the existing condition. By 2045, the Waste Sales scenario generates a farmer net income of IDR 85,793,200/ha, while the Silage Production and Integrated Maize Waste Utilization scenarios generate IDR 184,259,000/ha and IDR 184,368,000/ha, respectively. Compared to the Do Nothing scenario, both silage-based scenarios increase farmer income by more than 140%. The Integrated Maize Waste Utilization scenario provides the highest net income by combining silage production from usable residues and direct sales of unusable residues. These findings demonstrate that integrated maize residue utilization has strong potential to improve farmer welfare while supporting the implementation of circular economy principles in the agricultural sector.
