Abstract
Power plant Central Processing Plant G (CPPG) PT ABC saat ini beroperasi dengan Gas Turbine Generator (GTG) merek K. Seiring bertambahnya umur operasi, unit GTG existing mengalami penurunan keandalan, peningkatan biaya pemeliharaan, serta keterbatasan dukungan suku cadang dan teknis dari manufaktur. Di sisi lain, PT ABC memiliki aset GTG idle yang berpotensi dimanfaatkan kembali untuk mendukung efisiensi operasi, optimalisasi aset, dan pengurangan emisi CO₂. Penelitian ini bertujuan menentukan alternatif pemanfaatan GTG idle yang paling optimal untuk mendukung keandalan dan efisiensi operasi power plant CPPG. Metode yang digunakan adalah Analytical Hierarchy Process (AHP) dengan lima kriteria utama, yaitu ekonomi, teknis, operabilitas, policy, dan lingkungan. Data diperoleh melalui studi literatur, dokumen operasi dan pemeliharaan, hasil inspeksi unit, simulasi biaya investasi dan operasi, serta data konsumsi bahan bakar. Penilaian dilakukan oleh 10 Subject Matter Expert dari bidang operasi, pemeliharaan, dan perencanaan. Alternatif yang dievaluasi meliputi AL1 relokasi dua unit GTG dari Lapangan L dan dua unit GTG existing, AL2 relokasi dua unit GTG dari Lapangan T dan satu unit GTG existing, AL3 relokasi dua unit GTG dari Lapangan T dan satu unit GTG dari Lapangan L, serta AL4 overhaul GTG existing di CPPG. Hasil AHP menunjukkan bahwa kriteria teknis menjadi prioritas tertinggi, diikuti ekonomi, operabilitas, lingkungan, dan policy, dengan nilai Consistency Ratio < 0,1 sehingga penilaian dinyatakan konsisten. Alternatif AL3 memperoleh prioritas tertinggi karena memiliki rated output terbesar, keandalan terbaik, biaya operasi dan pemeliharaan terendah, serta potensi penurunan konsumsi fuel dan emisi CO₂e tertinggi. Validasi menunjukkan bahwa urutan prioritas 10 SME sejalan dengan penilaian pemegang keputusan, di mana AL3 tetap menjadi pilihan utama. Validasi tambahan pada project sejenis di Lapangan S juga menunjukkan bahwa model AHP mampu menghasilkan keputusan yang rasional, yaitu alternatif relokasi 1 unit GTG Lapangan Lim menjadi prioritas tertinggi dibandingkan pembelian dan sewa. Dengan demikian, relokasi dua unit GTG dari Lapangan T dan satu unit GTG dari Lapangan L merupakan alternatif paling optimal karena memberikan keseimbangan terbaik antara aspek teknis, ekonomi, operabilitas, kebijakan optimalisasi aset idle, dan lingkungan.

The power plant of Central Processing Plant G (CPPG) PT ABC currently operates using merek K Gas Turbine Generators (GTG). As the operating age increases, the existing GTG units have experienced declining reliability, increasing maintenance costs, and limited spare part and technical support from the manufacturer. On the other hand, PT ABC has several idle GTG assets that have the potential to bereutilized to support operational efficiency, asset optimization, and CO₂ emission reduction. This study aims to determine the most optimal alternative for utilizing idle GTG assets to support the reliability and operational efficiency of the CPPG power plant. The method used in this study is the Analytical Hierarchy Process (AHP), involving five main criteria: economic, technical, operability, policy, and environmental aspects. Data were obtained from literature studies, operation and maintenance documents, unit inspection results, investment and operating cost simulations, and fuel consumption data. The assessment was conducted by 10 Subject Matter Experts from operation, maintenance, and planning backgrounds. The evaluated alternatives include AL1, the relocation of two GTG units from Field L and two existing GTG units; AL2, the relocation of two GTG units from Field T and one existing GTG unit; AL3, the relocation of two GTG units from Field T and one GTG unit from Field L; and AL4, the overhaul of the existing GTG units at CPPG. The AHP results show that the technical criterion has the highest priority, followed by economic, operability, environmental, and policy criteria, with a Consistency Ratio of less than 0.1, indicating that the assessment is consistent. Alternative AL3 obtained the highest priority because it provides the largest rated output, the best reliability, the lowest operation and maintenance costs, and the highest potential reduction in fuel consumption and CO₂e emissions. Validation shows that the priority ranking from the 10 Subject Matter Experts is aligned with the decision maker’s assessment, with AL3 remaining the preferred alternative. Additional validation on a similar project at Field S also shows that the AHP model is capable of producing a rational decision, where the relocation of one GTG unit from Field Lim obtained the highest priority compared with purchasing and leasing alternatives.Therefore, the relocation of two GTG units from Field T and one GTG unit from Field L is considered the most optimal alternative, as it provides the best balance among technical, economic, operability, idle asset optimization policy, and environmental aspects.
