Abstract
Kehilangan air masih menjadi permasalahan utama dalam sistem distribusi air minum di Indonesia. Rata-rata tingkat kehilangan air secara nasional mencapai 37%. Salah satu PDAM yang menghadapi permasalahan kehilangan air adalah Perumda Surya Sembada Kota Surabaya khususnya pada District Metered Area (DMA) Babatan Mukti yang mencapai 31,73% pada Maret 2026. Angka tersebut menunjukkan lebih tinggi dari batas maksimal kehilangan air pada PDAM yang telah diatur dalam Permen PUPR Nomor 27/PRT/M/2016 sebesar 20% masih belum terpenuhi. Kehilangan air dapat memberikan dampak terhadap kinerja dan pendapatan PDAM. Metode pengumpulan data yang akan dilakukan menggunakan data primer dan data sekunder. Data primer diolah melalui survey secara langsung berupa uji akurasi meter pada pelanggan untuk mengetahui nilai kehilangan air nonfisik atau komersial. Sedangkan, data sekunder berupa jumlah pelanggan dan sambungan rumah, peta jaringan distribusi, volume input sistem, data rekening ditagih (DRD) diperoleh berdasarkan hasil wawancara dengan pihak Perumda Surya Sembada Kota Surabaya. Dari data-data yang telah diperoleh, dilakukan penyusunan neraca air menggunakan software WB- EasyCalc dan dilakukan analisis hidrolika jaringan menggunakan software EPANET 2.2. Berdasarkan analisis yang telah dilakukan terhadap tingkat kehilangan air pada DMA Babatan Mukti, volume air yang hilang setara dengan 11.624 m3/bulan dengan komponen penyebab kehilangan air non fisik berupa ketidakakuratan meter sebesar 798 m3/bulan dan kehilangan air fisik sebesar 10.826 m3/bulan. Upaya penurunan kehilangan air yang dilakukan untuk kehilangan air non-fisik berupa penggantian meter terhadap 146 SR dan untuk kehilangan air fisik menggunakan Pressure Reducing Valve (PRV) untuk menurunkan tekanan pada DMA sehingga dapat menurunkan kehilangan air menjadi 26,85% dengan potensi air yang terselamatkan sebesar 4.304,88 m³/bulan, atau setara dengan potensi pemulihan pendapatan finansial sebesar Rp232.463.520/tahun.

Water loss remains one of the major challenges in drinking water distribution systems in Indonesia. The national average water loss rate reaches approximately 37%. One of the water utilities experiencing this issue is Perumda Surya Sembada Surabaya, particularly in the Babatan Mukti District Metered Area (DMA), where water loss reached 42.77% in January 2025. This figure exceeds the maximum allowable water loss level stipulated in the Regulation of the Minister of Public Works and Housing (Permen PUPR) No. 27/PRT/M/2016 around 20%. Water loss can adversely affect both the operational performance and revenue of water utilities. Therefore, a study on water loss reduction in the Babatan Mukti DMA is required. The data collection methods employed in this study consisted of primary and secondary data. Primary data were obtained through direct field surveys, including customer water meter accuracy testing to determine the level of apparent (non-physical) water losses. Secondary data, including the number of customers and service connections, distribution network maps, system input volume, and billed consumption data, were collected through interviews with representatives of Perumda Surya Sembada Surabaya. The collected data were subsequently used to develop a water balance using WB-EasyCalc software and to perform hydraulic network analysis using EPANET 2.2 software. Based on the analysis conducted, the water balance calculation using WB-EasyCalc indicated that in March 2026, the Babatan Mukti DMA experienced a water loss rate of 31.73%, equivalent to 11,624 m³/month. Apparent water losses accounted for 2.2% (798 m³/month), while real water losses accounted for 29.6% (10,826 m³/month). Billed authorized consumption represented 68.27% of the system input volume, equivalent to 25,013 m³/month. Water loss reduction measures proposed in this study included the replacement of customer water meters for 146 service connections to reduce apparent losses and pressure management through the operation of a Pressure Reducing Valve (PRV) to reduce real losses. The implementation of these measures reduced the water loss rate to 26.85%, resulting in a potential water saving of 4,304.88 m³/month and an estimated annual revenue recovery of IDR 232,463,520.
