Abstract

Ketersediaan air bersih merupakan kebutuhan dasar masyarakat yang harus dikelola secara efisien oleh Perusahaan Umum Daerah Air Minum (Perumdam). Namun, tingginya tingkat kehilangan air atau Non-Revenue Water (NRW) masih menjadi permasalahan utama yang berdampak pada menurunnya efisiensi pelayanan dan potensi pendapatan perusahaan. Di Perumdam Tirta Kencana Kabupaten Jombang, tingkat NRW tercatat mencapai sekitar 35%, melebihi batas toleransi nasional sebesar 20%. Oleh karena itu, penelitian ini bertujuan untuk menganalisis penyebab kehilangan air, mengidentifikasi besaran kehilangan air fisik dan nonfisik, serta menghitung volume air yang hilang dan potensi pendapatan yang tidak tertagih pada DMA La Diamond. Penelitian ini menggunakan metode deskriptif kuantitatif dengan pengumpulan data primer berupa uji akurasi meter air pelanggan, pengukuran tekanan jaringan distribusi, serta pemantauan pola aliran air. Data sekunder diperoleh dari Perumdam Tirta Kencana Kabupaten Jombang. Analisis neraca air dilakukan berdasarkan metode International Water Association (IWA) menggunakan perangkat lunak WB-EasyCalc, sedangkan evaluasi kondisi hidraulika jaringan distribusi dilakukan melalui simulasi menggunakan EPANET 2.2. Potensi pendapatan dihitung berdasarkan volume air yang hilang dan tarif air minum yang berlaku. Hasil dari penelitian ini yaitu menunjukkan bahwa kehilangan air pada DMA yang diteliti dipengaruhi oleh kombinasi kehilangan fisik akibat kebocoran jaringan dan kehilangan nonfisik yang berkaitan dengan akurasi meter air serta aspek administrasi. Analisis neraca air mengindikasikan adanya volume air terproduksi yang signifikan namun tidak tercatat sebagai pendapatan perusahaan dengan tingkat kehilangan air pada DMA tercatat sebesar 27,4% yang didominasi oleh kehilangan air fisik sebesar 25,73% dan kehilangan air nonfisik sebesar 1,67%. Temuan ini menunjukkan bahwa pengendalian kehilangan air berpotensi meningkatkan efisiensi pelayanan sekaligus menambah pendapatan Perumdam Tirta Kencana Kabupaten Jombang tanpa harus meningkatkan kapasitas produksi air.

The availability of clean water is a fundamental necessity that must be managed efficiently by water utilities. However, high levels of water loss, commonly referred to as Non-Revenue Water (NRW), remain a major challenge as they reduce service efficiency and potential revenue. At Perumdam Tirta Kencana Jombang, the NRW level was recorded at approximately 35%, exceeding the national target of 20%. Therefore, this study aims to identify the causes of water losses, quantify physical and non-physical losses, and estimate the volume of lost water and the corresponding uncollected revenue in the La Diamond District Metered Area (DMA). This study employed a quantitative descriptive approach using both primary and secondary data. Primary data included customer water meter accuracy testing, distribution network pressure measurements, and water demand pattern observations. Secondary data were obtained from Perumdam Tirta Kencana Jombang. Water balance analysis was conducted based on the International Water Association (IWA) methodology using WB-EasyCalc software, while hydraulic performance evaluation of the distribution network was carried out using EPANET 2.2. Potential revenue losses were estimated based on the volume of water lost and the applicable average water tariff. The results indicate that water losses in the studied DMA consist of a combination of physical losses caused by leakage and non-physical losses associated with meter inaccuracies and administrative issues. The water balance analysis revealed a significant volume of produced water that was not converted into utility revenue, resulting in an NRW level of 27.4% within the DMA. Physical losses accounted for 25.73%, while non-physical losses contributed 1.67%. Furthermore, the estimated volume of water loss reached approximately 298.78 m³/day or 9,087.70 m³/month, corresponding to a considerable loss of potential revenue. These findings demonstrate that effective NRW reduction strategies can improve service efficiency and increase utility revenue without requiring additional water production capacity.
