Abstract

Latar Belakang: Pada zaman sekarang, layanan pemerintahan pastinya memiliki peran strategis dalam memfasilitasi aktivitas yang ada pada proses penelitian, riset, dan kajian. Salah satunya yaitu, Badan Riset dan Inovasi Daerah (BRIDA) yang memiliki peranan penting dalam pelaksanaan riset dan analisis untuk mendukung perencanaan pembangunan daerah. Permasalahan: Namun, masih terdapat beberapa masalah dalam proses bisnis manajemen risetnya seperti, prosedur proses bisnis manajemen riset yang belum tepat dan optimal serta tidak adanya alur kerja, peran, dan tanggung jawab setiap pihak yang terlibat untuk mendukung kolaborasi yang lebih optimal. Tujuan: Oleh sebab itu, penelitian tugas akhir ini akan mengkaji proses bisnis manajemen riset di BRIDA Kota Surabaya untuk meningkatkan alur komunikasi serta standarisasi alur kerja pengembangan sistem dengan pendekatan BPM. Metode: Metode penelitian ini dilakukan dengan cara melakukan wawancara dan studi literatur untuk merumuskan masalah, menyusun penelitian, mengumpulkan dan mengolah data, melakukan root cause analysis (fishbone), menyusun PRF dan SPM sebagai landasan untuk standarisasi, menciptakan solusi redesain, mengidentifikasi dan memodelkan proses bisnis manajemen riset as-is sekaligus to-be menggunakan BPMN serta memvalidasinya, mempresentasikan hasil untuk mendukung implementasi, dan selalu mendokumentasikan seluruh proses serta temuan dalam laporan tugas akhir. Hasil: Hasil dari tugas akhir ini berupa dokumen rancang bangun proses bisnis manajemen riset di BRIDA Kota Surabaya untuk dapat menstandarkan proses riset. Dokumen rancang bangun ini menghasilkan model lanskap proses, BPMN as-is, fisbone diagram, PRF yang berisi suggested best practice, SPM untuk acuan standar aktivitas dan peran, serta SOP manajemen riset dengan kesesuaian template dalam instansi badan pemerintahan. Selain itu, terdapat hasil berupa buku tugas akhir dan poster HKI. Manfaat: Manfaat dari tugas akhir ini yaitu dapat meningkatkan pemahaman mengenai proses bisnis yang efektif dalam manajemen riset di BRIDA Kota Surabaya dengan menyediakan alur kerja pengembangan sistem yang terstruktur, peran, dan tanggung jawab untuk meningkatkan koordinasi, serta mengurangi perbedaan sudut pandang dalam pelaksanaannya.

Background: In today’s world, government services undoubtedly play a strategic role in facilitating activities related to research and analysis. One such entity is the Regional Research and Innovation Agency (BRIDA), which plays a vital role in conducting research and analysis to support regional development planning. Problem: However, there are still several problems in the research management business process, such as research management business process procedures that are not yet appropriate and optimal, as well as the absence of workflows, roles, and responsibilities for each party involved to support more optimal collaboration.
Objective: Therefore, this final project research will examine the research management business process at the Surabaya City Regional Research and Innovation Agency (BRIDA) to improve communication flows and standardize system development workflows using a BPM approach. Method: This research method was conducted by conducting interviews and literature studies to formulate problems, compile research, collect and process data, perform root cause analysis (fishbone), compile PRF and SPM as a basis for standardization, create redesign solutions, identify and model the as-is and to-be using BPMN and validating them, presenting the results to support implementation, and documenting the entire process and findings in the final report. Results: The results of this final project consist of a business process design document for research management at the Regional Research and Innovation Agency (BRIDA) of Surabaya City, aimed at optimizing research processes. This design document produces a process landscape model, an as-is BPMN diagram, a fishbone diagram, a PRF containing suggested best practices, an SPM for standard references on activities and roles, and research management SOP with templates tailored to government agencies. Additionally, the outcomes include a final thesis and an intellectual property rights (IPR) poster. Benefits: The benefits of this final project are that it can improve understanding of effective business processes in research management at the Surabaya City Regional Research and Innovation Agency (BRIDA) by providing structured workflows, roles, and responsibilities to improve coordination and reduce differences in perspective in its implementation.
