Abstract

Kinerja Keselamatan Bangunan (Building Safety Performance) merupakan aspek penting dalam menjamin keselamatan bangunan gedung pada fase operasional. Meskipun regulasi keselamatan bangunan telah diterapkan di Indonesia, pendekatan yang digunakan masih cenderung berfokus pada pemenuhan persyaratan teknis dan administratif, sehingga belum sepenuhnya mampu menggambarkan kinerja keselamatan bangunan secara aktual dan berkelanjutan.
Penelitian ini bertujuan untuk menganalisis tingkat kepentingan dan tingkat kinerja aktual indikator Building Safety Performance (BSP), mengidentifikasi indikator prioritas perbaikan berdasarkan Importance–Performance Analysis (IPA), serta merumuskan strategi peningkatan kinerja keselamatan bangunan. Penelitian menggunakan pendekatan kuantitatif melalui survei kepada para pemangku kepentingan yang terlibat dalam penyelenggaraan bangunan gedung.
Hasil penelitian menunjukkan bahwa seluruh indikator memiliki nilai kesenjangan negatif, yang mengindikasikan bahwa kinerja aktual masih berada di bawah tingkat kepentingan. Indikator prioritas pada Kuadran I adalah Kesiapsiagaan Tanggap Darurat Kebakaran (FSP3), Ketersediaan dan Fungsi Fasilitas Darurat (BSS5), serta Ketersediaan dan Kesiapan Pertolongan Pertama pada Kondisi Darurat (OSR3). Kesenjangan tersebut dipengaruhi oleh belum optimalnya pelatihan dan simulasi kebakaran, pemeliharaan serta pengujian fasilitas keselamatan, kompetensi sumber daya manusia, dan pengawasan terhadap implementasi keselamatan bangunan.
Rekomendasi strategi yang dihasilkan meliputi (1) Penguatan Safety Governance dan Kepatuhan Implementasi Keselamatan Bangunan, (2) Penerapan Risk-Based Safety Inspection and Maintenance Management, (3) Penguatan Emergency Preparedness Management, (4) Penerapan Reliability Management pada Fasilitas Keselamatan Darurat, (5) Penguatan Integrated Emergency First Aid Management, dan (6) Penguatan Standar Kompetensi dan Kapasitas SDM Keselamatan Bangunan.

Building Safety Performance is an essential aspect of ensuring the safety of buildings during the operational phase. Although building safety regulations have been implemented in Indonesia, the current approach primarily focuses on compliance with technical and administrative requirements and therefore does not fully reflect the actual and sustainable performance of building safety.
This study aims to analyze the importance and actual performance of Building Safety Performance (BSP) indicators, identify priority indicators for improvement using Importance–Performance Analysis (IPA), and formulate strategies to enhance building safety performance. This study employed a quantitative approach through a survey of stakeholders involved in building management and operation.
The results indicate that all indicators have negative gap values, suggesting that actual performance remains below stakeholders’ expectations. Three indicators were identified as priority areas for improvement in Quadrant I: Fire Emergency Preparedness (FSP3), Availability and Functionality of Emergency Facilities (BSS5), and Availability and Readiness of First Aid in Emergency Situations (OSR3). These performance gaps are associated with inadequate fire safety training and emergency drills, insufficient maintenance and testing of safety facilities, limited human resource competency, and inadequate supervision of building safety implementation.
Based on the research findings, six strategic recommendations were formulated: (1) Strengthening Safety Governance and Compliance with Building Safety Implementation; (2) Implementing Risk-Based Safety Inspection and Maintenance Management; (3) Strengthening Emergency Preparedness Management; (4) Implementing Reliability Management for Emergency Safety Facilities; (5) Strengthening Integrated Emergency First Aid Management; and (6) Strengthening Safety Competency Standards and Human Resource Capacity.
