Abstract
Non-Revenue Water (NRW) merupakan permasalahan utama dalam sistem distribusi air minum karena menurunkan efisiensi pelayanan dan pendapatan perusahaan air minum. Perumdam Tirta Jaya Pamekasan masih memiliki tingkat kehilangan air yang melebihi batas maksimal yang ditetapkan dalam regulasi nasional, yaitu sebesar 40,7%. Penelitian ini bertujuan untuk menganalisis penyebab tingginya kehilangan air serta menyusun strategi penurunan kehilangan air yang sesuai dengan kondisi eksisting wilayah studi. Studi dilakukan di zona pelayanan Kecamatan Galis, Kabupaten Pamekasan. Data primer diperoleh melalui uji akurasi meter pelanggan. Data sekunder yang dibutuhkan berupa data teknis jaringan, volume input dan output sistem, data rekening ditagih, serta data pendukung lainnya yang menjadi penunjang dalam penelitian ini. Dalam studi ini, telah dilakukan penyusunan neraca air dengan bantuan perangkat lunak WB-Easycalc, kemudian dilakukan analisis hidrolika jaringan distribusi menggunakan software EPANET. Berdasarkan hasil analisis, diperoleh tingkat kehilangan air sebesar 61,06% atau setara dengan 28.188 m³/2 bulan pada periode Januari–Februari 2026. Kehilangan air didominasi oleh kehilangan air fisik sebesar 60,98%, sedangkan kehilangan air non fisik relatif kecil yaitu sebesar 0,08%. Hasil analisis menunjukkan bahwa tingginya kehilangan air fisik dipengaruhi oleh tekanan jaringan distribusi yang relatif tinggi dan kondisi jaringan distribusi yang mengalami penurunan kinerja, serta adanya ketidakakuratan meter air pelanggan yang berkontribusi terhadap kehilangan air non-fisik. Oleh karena itu, upaya penurunan kehilangan air difokuskan pada pengendalian tekanan melalui pengaturan kinerja pompa menggunakan Variable Speed Drive (VSD), rehabilitasi jaringan distribusi melalui penggantian pipa pada ruas prioritas, serta penggantian meter air pelanggan yang tidak akurat. Penerapan strategi tersebut diperkirakan mampu menurunkan tingkat kehilangan air sebesar 36,63%, yaitu dari 61,06% menjadi 24,43%, serta menghasilkan potensi penyelamatan air sebesar 61.870,268 m³/tahun yang dapat dimanfaatkan untuk melayani sekitar 287 SL baru.

Non-Revenue Water (NRW) is one of the major challenges in drinking water distribution systems as it reduces service efficiency and the revenue of water utilities. Perumdam Tirta Jaya Pamekasan still experiences a water loss level exceeding the maximum limit established by national regulations, reaching 40.7%. This study aims to analyze the factors contributing to the high level of water loss and to formulate appropriate water loss reduction strategies based on the existing conditions of the study area.The study was conducted in the service area of Galis District, Pamekasan Regency. Primary data were obtained through customer water meter accuracy testing. Secondary data included distribution network technical data, system input and output volumes, billed consumption records, and other supporting information relevant to the study. A water balance was developed using WB-EasyCalc software, followed by hydraulic analysis of the distribution network using EPANET software.The results showed that the water loss level reached 61.06%, equivalent to 28,188 m³ over a two-month period (January–February 2026). Water loss was predominantly attributed to real losses, accounting for 60.98%, while apparent losses accounted for only 0.08%. The analysis indicated that the high level of real losses was primarily caused by relatively high pressure within the distribution network and the deteriorating condition of the distribution infrastructure due to pipe aging, corrosion, and leakage. In addition, inaccuracies in customer water meters contributed to apparent losses. Therefore, the proposed water loss reduction strategies include pressure management through pump performance control using a Variable Speed Drive (VSD), rehabilitation of the distribution network through pipe replacement in priority sections, and replacement of inaccurate customer water meters. The proposed strategies are estimated to reduce the water loss level by 36.63%, from 61.06% to 24.43%, while achieving a potential water saving of 61,870.268 m³/year, which could be utilized to serve approximately 287 new house connections.
