Abstract

Pertumbuhan penduduk di Kabupaten Lamongan yang mencapai 1,38 juta jiwa pada tahun 2024 memicu peningkatan volume lumpur tinja yang harus dikelola secara optimal melalui Instalasi Pengolahan Lumpur Tinja (IPLT) Sidokumpul. Instalasi ini memiliki kapasitas tampung 20 m³/hari dengan lima unit pengolahan utama, yaitu Solid Separation Chamber (SSC), kolam anaerobik, kolam fakultatif, kolam maturasi, serta drying area. Debit lumpur tinja yang masuk rata-rata sebesar 10,58 m³/hari. Meskipun telah beroperasi sejak 2017, efektivitas pengolahan masih fluktuatif, ditunjukkan oleh efisiensi removal BOD, COD, TSS, NH₃, dan coliform yang belum konsisten.
Metode penelitian ini diawali dengan mengidentifikasi kegagalan, penyebab, serta faktor penyebab menggunakan pendekatan analisis fishbone untuk mendapatkan detail penyebab terjadinya suatu kegagalan secara rinci yang selanjutnya dilakukan perhitungan Risk Priority Number (RPN) berdasarkan 3 parameter yakni severity, occurance, dan detection. Berdasarkan hasil RPN, akan dibentuk skenario pengendalian risiko. Maka, dengan adanya penelitian ini diharapkan dapat memberikan informasi terkait potensi risiko yang terjadi di setiap unit pengolahan lumpur tinja serta memberikan skenario pengendalian risiko pada unit pengolahan IPLT Sidokumpul untuk mengantisipasi terjadinya risiko.
Hasil analisis FMEA pada unit pengolahan IPLT Sidokumpul, risiko dengan nilai Risk Priority Number (RPN) tertinggi yaitu belum tersedianya unit pengolahan lanjutan pada kolam maturasi, dengan nilai sebesar 270. Risiko tersebut menunjukkan bahwa efluen hasil pengolahan dari unit eksisting belum memperoleh proses polishing treatment secara optimal, sehingga masih berpotensi mengandung parameter pencemar, seperti COD, TSS dan NH₃, dalam konsentrasi yang melebihi baku mutu. Oleh karena itu, perlu adanya penambahan unit pengolahan lanjutan. Alternatif pengolahan lanjutan yang direkomendasikan meliputi constructed wetland, bak desinfeksi, atau carbon filter. Dilihat dari kondisi IPLT dimana pencemar yang masih tinggi adalah COD dan NH3 maka pengolahan lanjutan yang direkomendasikan adalah constructed wetland.

The population growth in Lamongan Regency, which reached 1.38 million in 2024, has increased the volume of fecal sludge that must be properly managed through the Sidokumpul Fecal Sludge Treatment Plant (FSTP). The facility has a treatment capacity of 20 m³/day and consists of five main treatment units, namely the Solid Separation Chamber (SSC), anaerobic pond, facultative pond, maturation pond, and drying area. The average influent flow rate is 10.58 m³/day. Although the FSTP has been in operation since 2017, its treatment performance remains inconsistent, as indicated by the fluctuating removal efficiencies of BOD, COD, TSS, NH₃, and coliform.
This study employed the Failure Mode and Effect Analysis (FMEA) method to identify potential failures, their causes, and contributing factors in each treatment unit. Root causes were identified using a fishbone diagram, followed by the calculation of the Risk Priority Number (RPN) based on three parameters: severity, occurrence, and detection. The RPN values were then used to determine risk control priorities. This study is expected to provide information on potential risks in each treatment unit and propose appropriate risk mitigation strategies to improve the operational performance of the Sidokumpul FSTP.
The FMEA results showed that the highest Risk Priority Number (RPN) was 270, corresponding to the absence of an advanced treatment unit in the maturation pond. This condition indicates that the existing treatment process has not provided adequate polishing treatment, resulting in effluent that may still contain COD, TSS, and NH₃ concentrations exceeding the applicable discharge standards. Therefore, the addition of an advanced treatment unit is recommended as the primary risk mitigation strategy to improve effluent quality and reduce environmental pollution. Among the proposed alternatives, including a constructed wetland, disinfection tank, and carbon filter, a constructed wetland is considered the most suitable option due to the high COD and NH₃ concentrations remaining in the treated effluent.
